The development of the draft district budget for 2026-2028 was based on the annual Messages of the Head of State to the people of Kazakhstan, the norms of the Budget Code, the Tax Code, the Forecast of socio-economic development of Kostanay region for 2026-2028. In addition, the district budget was developed in accordance with the decisions of the Kostanay regional Maslikhat "On the volume of general transfers between the regional budget and the budgets of districts (cities of regional significance) of Kostanay region for 2026-2028" dated December 18, 2025 No. 267 and "On the regional budget of Kostanay region for 2026-2028" dated December 18, 2025 No. 266.
