The total number of members of the local community living in the relevant territory and eligible to participate in the local community meeting, there are 155 people.
The number of local community members present is 27, which represents at least ten percent of the local community members residing in the area and eligible to participate. The local community meeting is considered valid.
A list of those present at the meeting, indicating their last name, first name, and patronymic, is attached to the minutes.
The meeting of the local community is opened by the akim of the Novoilinovsky rural district, Azamat Amanzholovich Kalakpasov.

Kalakpasov A.A.: Today's meeting was convened on my initiative. Of the 155 people present, 27 are present, and the meeting is considered legally competent. According to the law, to conduct a local community meeting, a chairperson and secretary must be elected by open vote.
I propose to elect Alibi Maratovich Utegenov as chairman and Nadezhda Petrovna Kosareva as secretary.

On the incorporation of the abolished settlement of the village of Mirnoye into the village of Bogorodskoye, Novoilinovsky rural district.

On the first question “On the abolition of the village of Mirnoye , Novoilnovsky rural district, Beimbeta-Mailin district, Kostanay region.”
Kalakpasova A.A. – the village of Mirnoye, part of the Novoilinovsky rural district. According to the latest data as of January 1, 2025, the actual population is 12 people. There are no utilities, social, cultural, or household facilities, or retail outlets within the village.
Referring to Article 8 of the Law of the Republic of Kazakhstan "On the Administrative-Territorial Structure of the Republic of Kazakhstan", settlements with a population of less than 50 people are included in the nearest populated area and lose the status of independent administrative-territorial units.
The abolition of the village of Mirnoye will not entail any additional financial costs for the population .

Question 1 : Irina Petrovna Roshchektaeva, a local resident of the village of Mirnoye – We are worried about whether the communications in the village of Mirnoye will be maintained – this includes electricity and clearing of internal village roads in the winter.
Answer : A.A. Kalakpasov, Akim of the Novoilinovsky Rural District: All communications in the village of Mirnoye will be maintained; Mirnoye will be renamed Bogorodskoye. Addresses will be read according to Naberezhnaya, Stepnaya, and Tsentralnaya streets, and Bogorodskoye village.

Following an open vote, the issue of abolishing the village of Mirnoye, Novoilinovsky rural district, Beimbeta-Mailin district, Kostanay region, was adopted unanimously.
On the second issue “ On the inclusion of the abolished settlement of the village of Mirnoye into the village of Bogorodskoye of the Novoilinovsky rural district.
Kalakpasov A.A. - According to paragraph 3 of Article 2 of the Law of the Republic of Kazakhstan “On the administrative-territorial structure of the Republic of Kazakhstan”, peasant and other settlements with a population of less than 50 people are included in the nearest populated area.
The village of Mirnoye is abolished as an independent village. It must be incorporated into the village of Bogorodskoye, meaning the village of Mirnoye will be renamed "Bogorodskoye." The addresses will read as follows : Naberezhnaya Street, Stepnaya Street, Central Street, and the village of Bogorodskoye.

Following the results of the open vote, the issue of abolishing the village of Mirnoye, Novoilinovsky rural district, Beimbeta Maylina district, was adopted unanimously.
