Pursuant to article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "on anti-corruption", the Standard rules for internal analysis of corruption risks approved by order of the Minister for civil service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12, as well as Methodological recommendations on internal analysis of corruption risks in the activities of state bodies, organizations and quasi-public sector entities.
The analyzed period: 6 months of 2020.
Internal analysis of the organizational and managerial activities of the Department was carried out according to the following criteria:
1) personnel management;
2) to resolve conflicts of interest;
3) for the provision of public services;
4) implementation of permissive functions;
5) implementation of control functions;
6) on the quality of consideration of appeals from individuals and legal entities;
7) on the organization and conduct of public procurement of goods, works, services;
8) compliance with official ethics and anti-corruption legislation;
The staff of the state institution "Department of land relations of the akimat of Beimbet Maylin district" is 2 people, freelance-3 people, vacancies-0.
For the first half of 2020, 1 was dismissed at will. In total, the Department employed 1 freelance employee.
Pursuant to anti-corruption legislation all state employees of the se "Department of land relations of administration of the district of Maylin's birth" made anti-corruption restrictions, civil servants are familiar with the Rules of service Ethics of civil servants, to implement financial controls in place, civil servants and their spouses submitted declarations to the state revenue authorities.
For the First half of 2020, the state institution "Department of land relations of the mayor's office of Beimbet Maylin district" provided public services: "Approval of land management projects for the formation of land plots" - 74; "Issuing a decision to change the purpose of the land plot" - 6;" Issuing a permit to use the land plot for survey work " - 4;" Issuing a final decision to transfer agricultural land from one type to another " - 3;" Determining the divisibility and indivisibility of land plots " - 2.
Public services are provided free of charge. There were no complaints about the provision of public services.
In order to further provide service recipients with affordable and high-quality public services, explanatory work will continue with the population about the possibilities of receiving public services.
4, 5. In accordance with the legislation of the Republic of Kazakhstan, the Department of land relations of the akimat of the Beimbet Maylin district does not perform control and Supervisory, permitting functions.
Monthly monitoring of the results of consideration of appeals from individuals and legal entities is carried out. For the First half of 2020, there were no requests from individuals or legal entities.
According to the current Law of the Republic of Kazakhstan "on public procurement", the Department of land relations of the district akimat conducted 21 public purchases, totaling 3,670,700 tenge:
1) public procurement by requesting price offers in the amount of 377,800 tenge, without violations;
2) using a single source method by directly concluding a public procurement contract for the amount of 3,292,800 tenge without violations.
The Department of entrepreneurship of the district akimat complies with the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the code of Ethics and anti-corruption legislation. At the time of the analysis, there were no confirmed cases of risks associated with compliance with the code of Ethics and anti-corruption legislation.
