Analytical reference based on the results of internal analysis of corruption risks in the state institution "Apparatus of akim of Beimbet Maylin district" for the 1st half of 2020
In accordance with the standard Rules for internal analysis of corruption risks, approved by the order of the Chairman Of the Agency for civil service Affairs and anti-corruption dated October 19, 2016 No. 12, an internal analysis of corruption risks of the state institution (SI) "Apparatus of the akim of the district of Beimbet Maylin"was conducted.
Nternal analysis of corruption risks is carried out in the following areas: 1) identification of corruption risks in regulatory legal acts affecting the activities of the division; 2) identification of corruption risks in the organizational and managerial activities of the division. As a result of the analysis, it was established:
Corruption risks in the regulatory legal acts and legal acts affecting the activities of the akim's office were not identified.
In GU "akim district of Maylin's birth" the structure of the apparatus is – 6 departments: organisation and control; personnel management; legal services; financial and economic work; for the prevention of terrorism, civil protection and mobilization training; documentation support, under the guidance of the head of akim of the district.
The total staff number of the apparatus is 22 staff units, where 3 of them provide for the independent performance of functional duties from the departments of the apparatus within the official powers of the competence of the state body: assistant to the mayor for information technology, chief inspector for the provision of public services; chief inspector for the regulation of land relations and compliance with land legislation on the use and protection of land.
For the first half of 2020, 3 administrative civil servants were dismissed in the akim's office: 1 - due to a change of residence; 1 - at their own request (transition to the position of a local representative body); 1 – due to a change of residence and occupation of a higher state position.
6 civil servants were brought to disciplinary responsibility on the grounds of improper performance of their official duties, including 2 civil servants who hold a higher managerial position (Deputy akim of the district). The revealed facts of improper performance of duties by civil servants do not contain facts of corruption offenses.
For newly admitted civil servants of the apparatus, it is established to take the oath in the order determined by the President of the Republic of Kazakhstan. State officials tested in the national security agencies, executed a written commitment for the adoption of the restrictions imposed by the laws of the Republic of Kazakhstan "On combating corruption", "On state service of Kazakhstan" and is given written notification of the need to transfer to trust management of property, the use of which entails income, for the period of state service.
There are no facts of kinship relations between civil servants of the district akim's office. There are no facts of settlement or non-settlement of the conflict of interests in the office of the district mayor.
Inside the building of the mayor's office of the Beimbet Maylin district, the texts of the Law of the Republic of Kazakhstan "on combating corruption", the code of Ethics of civil servants in the state and Russian languages are placed in a place accessible to everyone.
There were no complaints about the actions or omissions of civil servants of the district akim's office from citizens, including the ethics Commissioner.
There are no facts of bringing civil servants to administrative and criminal responsibility.
There are no facts of dismissal of civil servants for negative reasons.
In order to avoid the existence of facts of corruption offenses in the state body, work is being done to prevent and personally responsible for the Commission of corruption offenses, through lecture conversations among employees directly subordinate to a higher official of the state institution.
Control over the provision of public services and regulation of land relations at the appropriate level in accordance with the requirements of the current legislation of the Republic of Kazakhstan.
In the development and coordination of draft laws and regulations – normative legal act of the employees of the district akim in their activity by the Regulation on the state institution in accordance with the Law of the Republic of Kazakhstan "On state service of the Republic of Kazakhstan", the Law of the Republic of Kazakhstan "On combating corruption", the Law of the Republic of Kazakhstan "About local state management and self-government in the Republic of Kazakhstan", the Law "On legal acts" and other legislative and normative legal acts of current legislation of the Republic of Kazakhstan. For the first half of 2020, no corruption risks were identified in the regulatory legal acts and legal acts affecting the activities of the district akim's office.
There are no facts of issuing acts of public Prosecutor's response to issues of the adopted NPA.
