on the progress in the implementation of anti-corruption measures
for the first half of 2020
in the State Institution "Akim's Office of the Asenkritovsky Rural District"
In order to implement anti-corruption policy in the State Institution "Akim's Office of Asenkritovsky Rural District", work is being carried out on an ongoing basis to comply with the anti-corruption norms of the current legislation of the Republic of Kazakhstan, in accordance with the standard of conduct of civil servants of the State Institution "Akim's Office of Asenkritovsky Rural District".
To form sustainable anti-corruption behavior of civil servants of the state institution "Akim's Office of Asenkritovsky Rural District", to achieve an atmosphere of intolerance to any manifestations of corruption, as well as to timely identify corruption manifestations and prevent their negative consequences
the state institution is actively working to prevent corruption.
The State Institution "Akim's Office of the Asenkritovsky Rural District" has created and operates a commission to comply with the requirements for official conduct of civil servants and the settlement of conflicts of interest
in public service.
For the first half of 2020, 2 meetings of the Commission on Compliance with the Requirements for Official Conduct of State
employees and resolving conflicts of interest.
Also in the State Institution "Akim's Office of Asenkritovsky Rural District" legal expertise was carried out - 51 draft laws and regulations, in these regulatory legal acts provisions that contribute to the creation of conditions for the manifestation of corruption were not identified.
On the issue of strengthening the work of the personnel service of the state
institutions for the prevention of corruption and other offenses -
the following work has been done:
- promptly brought to the attention of civil servants
information on legislative acts of the Republic of Kazakhstan and adopted
state legal acts in the field of combating corruption (civil servants are guided by state legal acts on receipt of a gift in connection with the performance of official duties; regulating the timing of the notification and delivery of a gift received in connection with official position or in connection with the performance of official duties, a gift received in connection with protocol events , business trips and other official events;
- timely collected information provided by civil servants about their income, expenses, property and property obligations of their own, spouse and minor children;
- the restrictions that prevent further work are met
a civil servant, if he is found, in a close relationship or property, if such substitution is associated with the direct subordination or control of one of them to the other.
The personnel service of the district akimat on an ongoing basis conducts explanatory work on the prevention of corruption and other violations among civil servants in the State Institution "Akim's Office of Asenkritovsky Rural District" uses a set of measures to ensure control and enforcement of anti-corruption standards.
Also, in the first half of 2020, the following work was carried out on a regular basis:
- the provisions of providing citizens with
government services;
- citizens are constantly informed about their rights to receive
public services free of charge;
- updated information on the procedure for providing
government services.
Measures to eliminate (neutralize) corruption risks in the State Institution "Akim's Office of Asenkritovsky Rural District"
- anti-corruption propaganda of the population;
- education of rejection of corruption in the youth environment;
- using the Internet to inform the public about the activities of administrations and their structural units;
- consideration of citizens' appeals to actions (inaction) of employees of local self-government bodies;
- improving the quality of issued normative legal acts;
... - there is a helpline;
- a box for comments and suggestions from the population of the district is installed in the foyer of the akim apparatus of the rural district;
- at the reporting meetings of the akim of the rural district with the population, residents are informed about the work done and the results of the district's development.
- All normative legal acts are quarterly submitted to the legal department of the district akim's office for verification.
For the first half of 2020, there are no facts of bringing to disciplinary, administrative and criminal liability for corruption offenses against employees of the akim's apparatus of the rural district.
