Pursuant to Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", the Model Rules for Conducting Internal Analysis of Corruption Risks, approved by order of the Minister for Civil Service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12, as well as Methodological Recommendations for Internal Analysis corruption risks in the activities of state bodies, organizations and subjects of the quasi-public sector,
Analyzed period: 6 months of 2020.
An internal analysis of the organizational and management activities of the department was carried out according to the following criteria:
1) personnel management;
2) to resolve conflicts of interest;
3) for the provision of public services;
4) on the implementation of licensing functions;
5) on the implementation of control functions;
6) by the quality of consideration of applications from individuals and legal entities;
7) on the organization and conduct of public procurement of goods, works, services;
8) on observance of official ethics and norms of anti-corruption legislation;
Personnel Management.
The staffing of the State Institution "Department of Employment and Social Programs of the Akimat of Beimbet Mailin District" is 8 units, 1 unit per decree, vacancies - 1.
For the first half of 2020, 2 were dismissed of their own free will. A total of 3 civil servants were hired.
In pursuance of anti-corruption legislation, all civil servants of the State Institution "Department of Employment and Social Programs of the Akimat of Beimbet Mailin District" "adopted anti-corruption restrictions, civil servants are familiar with the Rules of Official Ethics of Civil Servants, in order to implement financial control measures, civil servants and their spouses timely submitted declarations to the state revenue authorities ...
The facts of settlement or non-settlement of the conflict of interest in the State Institution "Department of Employment and Social Programs of the Akimat of the Beimbet Mailin District" have not been revealed.
Provision of public services.
SI "Department of Employment and Social Programs of the Akimat of Beimbet Mailin District" provides 16 public services. (department-14, center-2)
4, 5. In accordance with the legislation of the Republic of Kazakhstan, the Department of Employment and Social Programs of the Akimat of the Beimbet Mailin District "does not carry out control and supervision, licensing functions.
6. The quality of consideration of applications from individuals and legal entities.
Monitoring of the results of consideration of applications of individuals and legal entities is carried out on a monthly basis. Responses to appeals are considered in a timely and effective manner.
For 6 months of 2020, 9 appeal was accepted, on which written explanations were given. The facts of red tape, as well as violations of the terms when considering appeals were not established.
Organization and implementation of public procurement of goods, works, services
According to the current Law of the Republic of Kazakhstan "On public procurement", the State Institution "Department of Employment and Social Programs of the Akimat of Beimbet Mailin District" carried out 42 public procurements, for a total amount of 29,025.5 tenge:
1) public procurement by the method of requesting price proposals in the amount of 948.5 tenge, without violations;
2) there is no open tender for public procurement.
3) by a method from one source by direct conclusion of a public procurement contract in the amount of 27,324.0 tenge without violations.
4) by the method of state social order in the amount of 753.0 tenge, without violations.
Compliance with official ethics and anti-corruption laws.
In the department of employment and social programs of the Akimat of the Beimbet Mailin district, the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the Code of Ethics and anti-corruption legislation are observed. At the time of the analysis, no evidence of any risk associated with compliance with the Code of Ethics and anti-corruption legislation was found.
