Kuksaus Vitaly Alexandrovich – requests to grant the right of private ownership, for an additional land plot with a preliminary area of 0.0679 hectares to the existing land plot with a total area of 0.0247 hectares, located at the address: Beimbet Maylin district, Tobol village, 30/2 Samal Street, for personal subsidiary farming;
  2. JSC "Intergas Central Asia" – requests to provide a land plot on the right of temporary paid short-term land use for a period of 4 years 11 months, with a preliminary area of 1.1 hectares, located at the address: Beimbet Maylin district, Karatomar reservoir, for the reconstruction of the underwater crossing of the Kartaly-Rudny main gas pipeline for 154-155 km through the Karatomar reservoir DN 420 mm to DN 720 mm;
  3. SC "Intergas Central Asia" – requests to provide a land plot on the right of temporary paid short-term land use for a period of 4 years 11 months, with a preliminary area of 4,6905 hectares, located at the address: Beimbet Maylin district, Naberezhnye Rural District, village of Naberezhnye, for the reconstruction of the underwater crossing of the Kartaly-Rudny main gas pipeline for 154-155 km through the Karatomar reservoir DN 420 mm to DN 720 mm;
  4. Bulumbaev Dyusen Kalelovich – requests to provide a land plot on the right of temporary paid long-term land use for a period of 5 years, with a preliminary area of 0.25 hectares, located at the address: Beimbet Maylin district, Pavlovsky rural district, village of Pavlovka (formerly Nelyubinka), for personal subsidiary farming;
  5. Rudnensky Vodokanal LLP – requests to provide a land plot on the right of temporary paid short-term land use, located at the address: Beimbet Maylin district, for the reconstruction of the Karatomar-Kachar water pipeline within the boundaries of the site from the Sokol substation area to the Ulyanovsk settlement area;
  6. Balgabayev LLP – requests to provide an additional land plot on the right of temporary paid long-term land use for a period of 10 years, with a preliminary area of 2.9 hectares, located at the address: Beimbet Maylin district, Novoilinovsky rural district, Novoilinovka village, expansion of the production zone;
  7. State Institution "Department of Architecture, Urban Planning and Construction of Akimat of Beimbet Maylin district" - requests to provide a land plot on the right of temporary paid short-term land use for a period of 3 years, with a pre-nominal area of 0.0078 hectares, located at the address: Beimbet Maylin district, Novoilinovsky rural district, Novoilinovka village, for the installation of GRPB (blocky gas station);
  8. Aflyatunova Anastasia Maratovna - requests to provide a land plot on the right of temporary paid short-term land use for a period of 3 years, with a pre-sale area of 0.09 hectares, located at the address: Beimbet Maylin district, Tobol village, Stationnaya Street, for personal subsidiary farming;

Having considered the applications and case files for the provision of land plots, the commission for the consideration of applications for the provision of land plots by a unanimous decision (total "for" - 7) considers it possible:

  1. Refuse to grant Kuksaus Vitaly Alexandrovich the right of private ownership, for an additional land plot with a preliminary area of 0.0679 hectares to the existing land plot with a total area of 0.0247 hectares, located at the address: Beimbet Maylin district, Tobol village, 30/2 Samal Street, for personal subsidiary farming;

Basis: according to the conclusion of the state institution "Department of Architecture, Urban Planning and Construction of Akimat of Beimbet Maylin" dated February 14, 2023 No. 02-07/76, there are no dimensions, boundaries of the requested land plot (the scheme is not readable);

  1. To refuse JSC "Intergas Central Asia" – to provide a land plot on the right of temporary paid short-term land use for a period of 4 years 11 months, with a preliminary area of 1.1 hectares, located at the address: Beimbet Maylin district, Karatomar reservoir, for the reconstruction of the underwater crossing of the Kartaly-Rudny main gas pipeline for 154-155 km through Karatomarskoye reservoir DN 420 mm by DN 720 mm;

Reason: according to paragraph 1-2 of Article 43 of the Land Code, it is necessary to coordinate with the State Institution "Tobol-Torgai Basin Inspectorate for the Regulation of the use and Protection of Water Resources of the Committee on Water Resources of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan", as well as with the State Institution "Department of Natural Resources and Environmental Management of the Akimat of Kostanay region" the requested land plot;

  1. To refuse JSC "Intergas Central Asia" – to provide a land plot on the right of temporary paid short-term land use for a period of 4 years 11 months, with a preliminary area of 4,6905 hectares, located at the address: Beimbet Maylin district, Naberezhnye Rural District, the village of Naberezhnye, for the reconstruction of the underwater crossing of the Kartaly-Rudny main gas pipeline on 154-155 km through the Karatomar reservoir DN 420 mm to DN 720 mm;

Reason: according to paragraph 1-2 of Article 43 of the Land Code, it is necessary to coordinate with the State Institution "Tobol-Torgai Basin Inspectorate for the Regulation of the use and Protection of Water Resources of the Committee on Water Resources of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan", as well as with the State Institution "Department of Natural Resources and Environmental Management of the Akimat of Kostanay region" the requested land plot;

  1. Grant Bulumbaev Dyusen Kalelovich – the right of temporary paid long-term land use for a period of 5 years, with a preliminary area of 0.25 hectares, located at the address: Beimbet Maylin district, Pavlovsky rural District, village of Pavlovka (formerly Nelyubinka), for personal subsidiary farming;
  2. To refuse Rudnensky Vodokanal LLP – to provide a land plot on the right of temporary paid short-term land use, located at the address: Beimbet Maylin district, for the reconstruction of the Karatomar-Kachar water pipeline within the boundaries of the site from the Sokol substation area to the Ulyanovsk settlement area;

Reason: I agree with paragraph 3 of Article 43 of the Land Code, the application must specify: the purpose of using the land plot; its estimated size; location; the requested right of use. The submitted application does not contain the estimated area of the land plot. In the attached scheme of the land plot, there are forest and water massifs. In this regard, it is necessary to coordinate with the bodies of the KSU "Taranovsky Forestry Institution" of the Department of Natural Resources and Environmental Management of the Akimat of Kostanay region" and the RSU "Tobol-Torgai Basin Inspectorate for the Regulation of the Use and Protection of Water Resources of the Committee on Water Resources of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan»;

  1. To refuse Balgabayev LLP – to provide an additional land plot on the right of temporary paid long-term land use for a period of 10 years, with a preliminary area of 2.9 hectares, located at the address: Beimbet Maylin district, Novoilinovsky rural district, Novoilinovka village, expansion of the production zone;

Basis: in accordance with Article 48 of the Land Code of the Republic of Kazakhstan, the requested land plot is provided through an auction;

  1. Provide the State Institution "Department of Architecture, Urban Planning and Construction of the Akimat of the district of Beimbet Maylin" - a land plot on the right of temporary paid short-term land use for a period of 3 years, with a preliminary area of 0.0078 hectares, located at the address: Beimbet Maylin district, Novoilinovsky rural district, Novoilinovka village, for the installation of GRPB (blocky gas station);
  2. To refuse Aflyatunova Anastasia Maratovna – to grant a land plot on the right of temporary paid short-term land use for a period of 3 years, with a preliminary area of 0.09 hectares, located at the address: Beimbet Maylin district, Tobol village, Stationnaya Street, for personal subsidiary farming;

Basis: according to the conclusion of the state institution "Department of Architecture, Urban Planning and Construction of Akimat of Beimbet Maylin" dated February 16, 2023 No. 02-07/81, in accordance with the general plan of the village of Tobol, the requested land plot is located in the zone of engineering and transport infrastructure;

  1. Change KIA-KZ LLP the purpose of the land plot belonging to the right of temporary paid land use with a total area of 3482.3 hectares, with cadastral number 12-189-054-025, located at the address: Beimbet Maylin district, Belinsky rural district, from the purpose "for farming" to the purpose "for agricultural production»;
  2. To change Mikhaylenko Svetlana Ivanovna the purpose of the land plot belonging to the right of temporary paid land use with a total area of 641.0 hectares, with cadastral number 12-189-034-114, located at the address: Beimbet Maylin district, Ayet rural district, from the purpose "for conducting commercial agricultural production" to the purpose "for conducting a peasant or farm»;
  3. To change Mikhaylenko Svetlana Ivanovna the purpose of the land plot belonging to the right of temporary paid land use with a total area of 147.0 hectares, with cadastral number 12-189-034-069, located at the address: Beimbet Maylin district, Ayet rural district, from the purpose "for conducting commercial agricultural production" to the purpose "for conducting a peasant or farm»;
