The procedure for admission of individuals and representatives of legal entities
In accordance with Article 13 of the Law of the Republic of Kazakhstan dated January 12, 2007 “ On the Procedure for Considering Appeals of Individuals and Legal Entities”, heads of state bodies, local self-government bodies and their deputies are required to conduct a personal reception of citizens and representatives of legal entities, including employees of these bodies, at least once a month according to the reception schedule approved by the head of the relevant state body. Reception should be carried out at the place of work on the days and hours established and brought to the attention of individuals and legal entities. If the appeal cannot be resolved by the official at the time of admission, it shall be set out in writing and work shall be conducted with it as with a written appeal.
In the apparatus of the akim of the district Beyimbet Mailin, personal reception of physical representatives of legal entities is carried out according to the schedule approved by the akim of the region. An appointment for a personal reception of the akim of the district, his deputies and the head of the apparatus is carried out by the department of documentation support of the apparatus of the akim of the district. The order of consideration of written and oral appeals of individuals and representatives of legal entities
An individual’s address shall indicate his surname, first name, as well as optional middle name, mailing address, legal entity - his name, mailing address, outgoing number and date. The appeal must be signed by the applicant or certified by an electronic digital signature.
When filing a complaint, the name of the subject or position, surnames and initials of the officials whose actions are appealed, the reasons for the appeal and the requirements are indicated .
The following are not subject to consideration: anonymous treatment, except when such treatment contains information about impending or committed crimes or a threat to state or public security and which is subject to immediate referral to state bodies in accordance with their competence; appeal, which does not state the essence of the issue.
The appeal of an individual and (or) legal entity, for the consideration of which it is not required to receive information from other entities, officials or a check with a field visit, is considered within fifteen calendar days.
An appeal from an individual and (or) legal entity, for consideration of which it is required to obtain information from other entities, officials, or to check on site, is examined and a decision is made within thirty calendar days from the day it was received by the entity or official.
In cases where it is necessary to conduct additional study or verification, the review period may be extended by no more than thirty calendar days, as notified to the applicant within three calendar days from the date of extension of the review period.
If the resolution of the issues set forth in the appeal requires a long time, the appeal is put under additional control until its final execution, which is communicated to the applicant within three calendar days.
According to Article 3 of the Law of the Republic of Kazakhstan dated January 12, 2007 “ On the Procedure for Considering Appeals of Individuals and Legal Entities”, the Law does not apply to appeals of individuals and legal entities, the procedure for consideration of which is established by the legislation of the Republic of Kazakhstan on administrative offenses , criminal procedure , civil procedural the legislation of the Republic of Kazakhstan.
