The decision of the maslikhat of the Beimbet Maylin district “On amending the decision of the maslikhat dated August 10, 2020 No. 403 “On approval of the Rules for the provision of social assistance, establishing the size and determining the list of certain categories of citizens in need”
The maslikhat of Beimbet Maylin district DECIDED: 1. To include in the decision of the maslikhat “On approval of the Rules for the provision of social assistance, establishing the size and determining the list of certain categories of needy citizens” dated August 10, 2020 No. 403, (registered in the Register of State Registration of Normative Legal Acts under No. 9382 ) the following changes: in the Rules for the provision of social assistance, establishing the amount and determining the list of certain categories of citizens in need, approved by the specified decision: in paragraph 6: subparagraph 5) shall be reworded: "5)persons acquiring technical, vocational, post-secondary or higher education (hereinafter referred to as education) for the first time to pay for tuition at the actual cost associated with obtaining education in educational institutions of the Republic of Kazakhstan, transferred in two installments during the academic year in the amount of not more than 400 monthly calculation indices , with the exception of persons who are holders of educational grants, recipients of other types of payments from the state budget once every six months, from among:
youth from families with an average per capita income for the last twelve months before applying below the subsistence level established in the Kostanay region;
young people belonging to socially vulnerable segments of the population who continue their education at the expense of the local budget, excluding income;
persons with disabilities who have a recommendation in the individual program of habilitation and rehabilitation of persons with disabilities, excluding income"; Paragraph 7 shall be reworded: “7. One-time social assistance is provided to the following citizens who find themselves in a difficult life situation, as well as to certain categories of citizens by the holiday:
1) persons with disabilities, for reimbursement of expenses associated with the purchase of medicines and medical examinations, not included in the guaranteed volume of free medical care, excluding income, in the amount of actual costs, but not more than 30 monthly calculation indices;
2) persons with disabilities, for reimbursement of expenses associated with their travel to rehabilitation centers and back, excluding income, in the amount of 3 monthly calculation indices;
3) to a citizen (family) affected by a natural disaster or fire, excluding income, in the amount of not more than 50 monthly calculation indices;
4) persons from families with an average per capita income below the subsistence minimum for the quarter preceding the quarter of application for domestic needs, in the amount of not more than 7 monthly calculation indices;
5) persons from families with an average per capita income below the subsistence level for the quarter preceding the quarter of application, for the burial of deceased relatives, spouses registered on the day of death as unemployed in the employment center, as well as persons from low-income families for the burial of minor children, in the amount of 15 monthly calculation indices;
6) veterans of the Great Patriotic War, on Victory Day, excluding income, in the amount of 1,000,000 (one million) tenge;
7) veterans and other persons specified in articles 6, 7, 8 of the Law, by Victory Day, excluding income:
military personnel, as well as persons in command and rank and file of the internal affairs and state security bodies of the former USSR, who served during the Great Patriotic War in cities, participation in the defense of which was counted until January 1, 1998 in the length of service for the appointment of a pension on preferential terms established by for military personnel of units of the active army, in the amount of 100,000 (one hundred thousand) tenge;
persons of the civilian staff of the Soviet Army, the Navy, troops and internal affairs and state security bodies of the former USSR, who held full-time positions in military units, headquarters, institutions that were part of the army during the Great Patriotic War, or who were in the relevant periods in cities, participation in the defense of which was counted until January 1, 1998 as a length of service for the appointment of a pension on preferential terms established for military personnel of units of the army in the amount of 100,000 (one hundred thousand) tenge;
to persons who during the Great Patriotic War were part of the units, headquarters and institutions that were part of the army and navy, as sons (pupils) of regiments and youngsters, in the amount of 100,000 (one hundred thousand) tenge;
persons who took part in hostilities against fascist Germany and its allies during the Second World War on the territory of foreign countries as part of partisan detachments, underground groups and other anti-fascist formations, in the amount of 100,000 (one hundred thousand) tenge;
employees of special formations of the People's Commissariat of Communications, the People's Commissariat of Communications, the floating composition of fishing and transport vessels and the flight crew of aviation, the People's Commissariat of the Fishing Industry of the former USSR, the sea and river fleet, the flight crew of the Glavsevmorput, who during the Great Patriotic War were transferred to the position of military personnel and performed tasks in the interests of the army and navy within the rear borders of the active fronts, operational zones of the fleets, as well as crew members of the transport fleet ships interned at the beginning of World War II in the ports of other states, in the amount of 100,000 (one hundred thousand) tenge;
military personnel whose disability has been established as a result of a wound, concussion, injury received in the defense of the former USSR, or as a result of an illness associated with being at the front, in the amount of 100,000 (one hundred thousand) tenge;
to persons in command and rank and file of the state security bodies of the former USSR and the internal affairs bodies who have been diagnosed as disabled due to injury, concussion, injury received in the line of duty, or due to illness associated with being at the front, in the amount of 100,000 (one hundred thousand) tenge;
citizens who worked during the blockade in the city of Leningrad at enterprises, institutions and organizations of the city and were awarded the medal "For the Defense of Leningrad" or the badge "Inhabitant of besieged Leningrad", in the amount of 60,000 (sixty thousand) tenge;
to minor prisoners of concentration camps, ghettos and other places of detention created by the Nazis and their allies during the Second World War, in the amount of 100,000 (one hundred thousand) tenge;
persons from among the fighters and commanders of the fighter battalions, platoons and people's defense detachments operating from January 1, 1944 to December 31, 1951 on the territory of the Ukrainian SSR, Byelorussian SSR, Lithuanian SSR, Latvian SSR, Estonian SSR, who were diagnosed with disability due to wounds, contusions or injuries received while on duty in these battalions, platoons, detachments, in the amount of 60,000 (sixty thousand) tenge;
parents and widows of soldiers who died (dead, missing) in the Great Patriotic War, who did not remarry (did not remarry), in the amount of 30,000 (thirty thousand) tenge;
spouse of a deceased person with a disability due to injury, concussion, injury or disease received during the Great Patriotic War, or a person equated in benefits to persons with a disability due to injury, concussion, injury or disease received during the Great Patriotic War, as well as the wife (wife) of a deceased participant in the Great Patriotic War, a partisan, an underground worker, a citizen awarded the medal "For the Defense of Leningrad" or the badge "Inhabitant of besieged Leningrad", recognized as persons with disabilities as a result of a general illness, labor injury and other reasons (with the exception of illegal), who did not remarry, in the amount of 30,000 (thirty thousand) tenge;
persons awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, as well as persons who worked (served) for at least six months from June 22, 1941 to May 9, 1945 and were not awarded orders and medals of the former USSR for selfless labor and impeccable military service in the rear during the Great Patriotic War, in the amount of 30,000 (thirty thousand) tenge;
8) to other categories of persons specified in Articles 5, 6, 7, 8 of the Law, by Victory Day, excluding income, in the amount of 5 monthly calculation indices.
