Beimbet Maylin district report on the work of the public council for 2021
On February 10, 2016, by the decision of the Taranovskiy district maslikhat, 1 composition of the Public Council of the Taranovskiy district was approved. This is a consultative, advisory, supervisory body formed by local government bodies on issues within their competence, together with non-profit organizations and citizens.
From 2019 to 2022, the 2nd composition of the Public Council of the district carried out its work.
Based on paragraph 5 of Article 9 of the Law of the Republic of Kazakhstan dated November 2, 2015 "On Public Councils" and the decision of the district maslikhat dated February 18, 2022 No. 93, the new composition of the district Public Council was approved this year.
The composition of the new Council includes the members who previously performed the work of the Council. They already have work experience and have an opinion that for more fruitful work of the Public Council, it is necessary to create certain conditions: to achieve the effectiveness of the work of the Public Council, as well as to increase the efficiency of cooperation between the public and state bodies, the presence of a specialist who will prepare the work of the Public Council, collecting the necessary information, establishing interaction with the media, it is necessary to resolve the issue of providing the Council with office equipment and stationery.
The new composition of the Public Council will ensure further work, in accordance with the Law of the Republic of Kazakhstan.
The tasks of the public council are:
1) representing the interests of civil society and taking into account the opinion of the public in the discussion and decision-making at the local level;
2) development of interaction between central and local executive bodies and local self-government bodies with civil society;
3) organization of public control and ensuring the transparency of the activities of local executive bodies and local self-government bodies.
The Public Council included heads of budgetary organizations, residents of the district, representatives of non-governmental organizations.
Since its formation, the Public Council has been using such forms of public control as hearing reports from the heads of state bodies:
In 2021:
- 28 meetings were held;
- 32 questions were considered;-
- 17 reports of heads of state bodies were heard. 29 recommendations were sent to heads of state institutions. which have been fulfilled.
- one of the forms of work of the Public Council is the expertise of legal acts. 29 conclusions were issued on projects;
Members of the Public Council monitored sports and playgrounds built on budgetary funds located in the district (v. Ayet, v. Tobol, v. Valeryanovka).
The Public Council also heard the reports of akims of rural districts, villages and the village of Tobol on the joint work done in 2021 with the local community.
Reports and draft legal acts heard:
Articles and reports on the work carried out by the Public Council are published in the district newspaper "Áıet shamshyraǵy", as well as on the official website of the district akim "Public Council". However, within the framework of information work in the Internet space, there are few publications on Instagram social networks. It is necessary to strengthen the work in social networks.
To the new composition of the district Public Council, I want to propose:
To intensify the work of the OS with the population, local executive bodies and law enforcement agencies need to pay special attention to work with the population.
