Report on the implementation of the development program of the territories of the Beimbet Maylin district of Kostanay region for 2021-2025 for 2021
Analytical note
1) The action plan for the implementation of the Development Program of the territories of the Beimbet Maylin district for 2021-2025 provides for the implementation of tasks to achieve the goals in 3 directions:
Direction 1. Economic growth of the region.
Direction 2. The region is comfortable and safe to live in.
Direction 3. Ensuring a new quality of life.
For each direction of the Program, an analysis of the achievement of the district development goal was carried out, the implementation of which is ensured by the achievement of target indicators and performance indicators for 2021.
The Development Program of the territories of the district of Beimbet Maylin for 2021-2025 in 2021 provides for 9 goals, 13 target indicators and 29 measures to achieve them.
2) In 2021, 10 indicators out of 13 target indicators were achieved, including in the following areas:
- 4 target indicators are provided for 1 direction, results were achieved for 2 target indicators in the reporting period;
- 6 target indicators are provided for the 2nd direction, results were achieved for 5 target indicators in the reporting period;
- 3 target indicators are provided for the 3rd direction, results were achieved for all 3 target indicators in the reporting period.
3 target indicators have not been achieved, including in the following areas:
Direction 1. Economic growth of the region:
1. Investments in fixed assets in the manufacturing industry (No investments in the manufacturing industry in the reporting period);
2. The IFO of gross agricultural output (IFO of gross agricultural output in the reporting period was reduced to 80.1%, while the IFO of animal husbandry was 101.4%. but the IFO of crop production is 68.3%. The decrease in the indicator is due to the prevailing unfavorable weather conditions, namely the absence of precipitation for two months and high air temperature).
Direction 2: The region is comfortable and safe to live in:
1. Decrease in the share of multi-apartment residential buildings requiring major repairs (in the reporting period, the repair of multi-apartment residential buildings was not carried out due to the lack of a POI for projects and applications for the repair of houses).
3) The Action Plan for the implementation of the Development Program of the Beimbet Maylin district for 2021-2025 provides for 29 events in 2021, 20 of them have been implemented, including in the following areas:
Direction 1. Economic growth of the region.
10 events are planned, of which 7 have been executed, 3 have not been executed, including :
- Creation of 14 advanced and digital farms on the basis of existing farms (expensive equipment is needed to obtain the status of advanced and digital farms, and therefore the measures for their creation have been postponed to 2022);
- An increase in the share of cattle in the production sector due to the implementation of state programs (104 heads of cattle were purchased under the Sabiga program, but due to problems during the transportation of livestock, its registration was made in early 2022);
- Implementation of investment projects (in the reporting period, LLP did not make planned investments in the development of their enterprises).
Direction 2. The region is comfortable and safe to live in.
14 events are planned, of which 12 have been executed, 2 have not been executed, including:
- House repairs (in the reporting period, house repairs were not carried out due to the lack of PSD for projects and applications for home repairs);
- Average repair of the road of regional significance Tobol-Priozernoye, Tobol- Novoilinovka-Pavlovka-Apanovka (in the reporting period, budget funds were not allocated for the implementation of the planned repair of the road section).
Direction 3. Ensuring a new quality of life.
There are 5 events, of which 2 have been executed, 3 have not been executed, including:
- Development of the PSD "Construction of a low-pressure gas pipeline in the village of Ayet in the district of Beimbet Maylin" (in the reporting period, public procurement was carried out and work was carried out on the development of the project's PSD, but due to lengthy public procurement procedures for the examination of the project, the deadline for the examination of the project according to the contract is 2022);
- Development of the PSD "Construction of gas distribution networks in the village of Beregovoye of the district of Beimbet Maylin" (In the reporting period, due to the issuance of technical conditions for connection to the gas distribution networks of the village of Berogovoye of the district of Beimbet Maylin at the end of 2021, work on the development of the project's PSD was not completed, budget funds were postponed to 2022);
- Construction of a sports and recreation complex in the village of Ayet in the district of Beimbet Maylin (In the reporting period, when clarifying the budget of the region, budget funds were not allocated for the project).
In the reporting period, funds were planned and spent in the following areas:
- "Economic growth of the region" - 10 measures are planned for implementation, totaling 30438 million tenge, 54696 million tenge have been disbursed, more than the plan has been disbursed due to an increase in the amount of own funds;
- "The region is comfortable and safe to live in" - 14 events totaling 562,902 million tenge, 492,654 million tenge were disbursed, not fully disbursed due to the lack of funding for the implementation of one project from the regional budget;
- "Ensuring a new quality of life" - 5 events in the amount of 26.11 million tenge, only 2.0 million tenge has been mastered, not fully mastered due to the fact that project work has been postponed to 2022;
4) 31 billion 27 million 14 thousand tenge was provided for the implementation of the Program in 2021, including at the expense of the regional budget – 196 million 143 thousand tenge, at the expense of the local budget - 158 million 71 thousand tenge, at the expense of sponsorship funds 5 million tenge, at the expense of own funds - 30 billion 438 million tenge, at the expense of targeted transfers from the national fund of the Republic of Kazakhstan - 229 million 800 thousand tenge.
In 2021, 55 billion 190 million 651 thousand tenge were spent on the implementation of the planned activities, this amount is higher than planned values, due to an increase in the amount of own funds raised, of which:
- at the expense of the regional budget - 100 million 971 thousand tenge, which amounted to 0.183% of the total amount of disbursed funds;
- at the expense of the local budget – 158 million 683 thousand tenge, which amounted to 0.288% of the total amount of disbursed funds;
- at the expense of sponsorship funds 5 million 200 thousand tenge, which amounted to 0.01% of the total amount of disbursed funds;
- at the expense of own funds 54 billion 695 million 998 thousand tenge, which is 99.104% of the total amount of disbursed funds;
- due to targeted transfers from the National fund of the Republic of Kazakhstan 229 million 799 thousand tenge, which is 0.415% of the total amount of disbursed funds.
5) The following external factors influenced the implementation of the Program and the achievement of indicators: natural conditions in the agricultural sector, the environmental situation, the introduction of restrictive measures due to the coronavirus pandemic.
6) In 2021, inspections were carried out:
- The Audit Commission for Kostanay region conducted a state audit in 6 organizations of the district on the issue of improving the efficiency of using the budget funds of the district of Beimbet Maylin, including those allocated for the implementation of the Territory Development Program.
- The Department of Internal State Audit in Kostanay region conducted an audit in one state institution on the issue of compliance with the conditions and procedures for granting budget loans, as well as their use.
- The Internal Audit Service of the State Institution "Akim's Office for Kostanay Region" conducted inspections in 2 rural districts of the district on improving the efficiency of management and use of budget funds, state assets.
- The Prosecutor's Office of the Beimbet Maylin district conducted an inspection on compliance with the legislation on public procurement and road traffic by local executive bodies during the construction, reconstruction, repair and maintenance of highways.
7) The implementation of the following measures influenced the achievement of the planned target indicators:
- Implementation of investment projects;
- Increase in the output of the mining industry by the enterprises of the district;
- Diversification of the structure of acreage with an increase in high-yield oil structures;
- Commissioning of new irrigated lands;
- Increasing the pace of renewal of the machine and tractor fleet;
- Increasing the use of mineral fertilizers;
- Scaling of implemented projects on digitalization of the agro-industrial complex by agricultural formations of the district;
- Development of the project "Construction of a 3-storey 18 apartment building";
- Development of the PSD "Reconstruction of water supply and distribution networks in the village of Mayskoye";
- Implementation of the project "Construction of a water pipeline in the village of Krasnoselskoye";
- Installation of water points in the settlements of the district;
- Average repair of the highway of regional significance "Jubilee-Beregovoe";
- Average repair of streets of villages of the district;
- Introduction of separate garbage collection in the villages of the district for their further processing;
- Prevention and liquidation of emergency situations on the scale of the district;
- Organization and implementation of a set of measures for the prevention of natural emergencies and training in the rules in case of accidents;
- Creation of new jobs during the creation of new industries, the opening of new enterprises, the implementation of infrastructure projects;
- Employment in social workplaces, youth practice, public places, vocational training and retraining of the unemployed.
8) In general, all the planned activities for the implementation of the Development Program of the territories of the district of Beimbet Maylin have been completed. Despite this, the task of local executive bodies remains to ensure the development of a competitive environment and the involvement of business in the innovation process, the implementation of all planned investment projects included in the Industrialization Map.
The personnel issue in the healthcare sector remains a problem. The necessary conditions are being created to attract specialists to rural settlements.
9) The development program of the territories of the district of Beimbet Maylin is the main document defining the main strategic directions of socio-economic development of the district. The main objectives of which is the formation of an industrial and agro-industrial complex, competitive in domestic and foreign markets with stable sales markets. The most important result is the creation of a dynamically developing, balanced and competitive economy that ensures a high level of well-being of the population, high standards of quality of life in healthcare, social security, education, culture, sports, transport infrastructure and comfortable housing.
