Pursuant to Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", the Model Rules for Conducting Internal Analysis of Corruption Risks, approved by order of the Minister for Civil Service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12, as well as Methodological Recommendations for Internal Analysis corruption risks in the activities of state bodies, organizations and subjects of the quasi-public sector.
         Analyzed period: for 8 months of 2021.

An internal analysis of the organizational and management activities of the department was carried out according to the following criteria:
1) personnel management;
2) to resolve conflicts of interest;
3) for the provision of public services;
4) on the implementation of licensing functions;
5) on the implementation of control functions;
6) by the quality of consideration of applications from individuals and legal entities;
7) on the organization and conduct of public procurement of goods, works, services;
8) on observance of official ethics and norms of anti-corruption legislation;

1.Personnel management.

The staffing of the State Institution "Department of business of the Akimat of the Beimbet Mailin District" is 2, freelance – 4, vacancies - 0.
for 8 months of 2021, 2 were dismissed of their own free will. In total, 2 civil servant was hired in the department.
In pursuance of anti-corruption legislation, all civil servants of the State Institution “Вusiness Department of the Akimat of Beimbet Mailin District” adopted anti-corruption restrictions, civil servants are familiar with the Rules of Official Ethics of Civil Servants, in order to implement financial control measures, civil servants and their spouses timely submitted declarations to the state revenue authorities.

2. The facts of the settlement or non-settlement of the conflict of interests in the State Institution "Department of business of the Akimat of Beimbet Mailin District" were not revealed.
   3. Provision of public services.
            The State Institution "Department of business of the Akimat of Beimbet Mailin District" does not provide state services.
             4, 5. In accordance with the legislation of the Republic of Kazakhstan, the business department of the Akimat of the Beimbet Mailin district does not exercise control and supervisory, licensing functions.
3. The quality of consideration of applications from individuals and legal entities.
   Monitoring of the results of consideration of applications of individuals and legal entities is carried out on a monthly basis. Responses to appeals are considered in a timely and effective manner.
             The facts of red tape, as well as violations of the terms when considering appeals were not established.

 

7. Organization and conduct of public procurement of goods, works, services
   According to the current Law of the Republic of Kazakhstan "On public procurement", the business department of the district akimat for 8 months of 2021 carried out 25 public procurements, for a total amount of 2 446 162,69 tenge:
   1) public procurement by the method of requesting price proposals in the amount of 428 628,48 tenge, without violations;
   2) by a method from one source by directly concluding a public procurement contract in the amount of 2017534,21 tenge without violations.
   
   

 

8. Compliance with professional ethics and anti-corruption legislation.
   In the department of business of the district akimat, the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the Code of Ethics and anti-corruption legislation are observed. At the time of the analysis, no evidence of any risk associated with compliance with the Code of Ethics and anti-corruption legislation was found.
