ANALYTICAL REFERENCE

according to the results of an internal analysis of corruption risks in the activities of the State Institution "Akim's Office of the Asenkritovsky rural District"

for the period from January 1 to August 31, 2021.

 

In the State Institution "The Office of the akim of the Asenkritovsky rural district", a working group consisting of: Akim of the Asenkritovsky rural district Mukhanova Zh. B., chief specialist Altynbaeva A. B., leading specialist Panakshina A. A., an internal analysis of corruption risks in the activities of the State Institution "Apparatus of the akim of the Asenkritovsky rural district" for the period from January 1 to August 31, 2021 was conducted.

The internal analysis was carried out in accordance with the Law of the Republic of Kazakhstan dated 18.11.2015 "On Combating Corruption" No. 410-V of the ZRK, as well as the Rules for conducting internal Analysis of Corruption Risks, approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated 19.10.2016 No. 12, based on the order of the akim of the Asenkritovsky rural district dated August 24, 2021 No. 37.

The State Institution "The Office of the akim of the Asenkritovsky rural District" in its activities is guided by the Constitution of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan "On Public Service", "On Local Public Administration and Self-Government in the Republic of Kazakhstan", "On Combating Corruption", "On public services", "On the procedure for considering appeals of individuals and legal entities", "On Public Procurement", and is also guided by the Budget, Civil, Codes of the Republic of Kazakhstan, the Code of the Republic of Kazakhstan "On Administrative Offenses", "The rules of public procurement", other regulatory legal acts of the Republic of Kazakhstan and the regulations of the state institution "The Office of the akim of the Asenkritovsky rural district".

  1. Personnel management, including the turnover of personnel.

At the time of the analysis, the actual number of employees of the akim's office of the Asenkritovsky rural district is 6 people, 1 vacancy (applications are submitted to the State Institution "Akim's Office of the Beimbet Maylin district" on a competitive basis, interviews are conducted).

During the analyzed period, the elections of the akim of the rural district were held, in connection with the expiration of the term of office of the current akim of Bayakov Marat Altynbekovich. According to the results of the vote count, Zhasulan Balgabaevich Mukhanov was elected akim of the Asenkritovsky rural district.

At the initiative of the employer, there are no dismissed employees.

In terms of the turnover of "team movements", no changes were detected

For the period from January 1 to August 31, 2021, one employee was hired as a leading specialist (taxes).

During the internal analysis of corruption risks in the activities of the State Institution "The Office of the akim of the Asenkritovsky rural district", there are no conflicting interests.

 

  1. Provision of public services

Functions for the provision of public services:

  1. Registration of changes in the name, patronymic, surname, including making changes, additions and corrections to the civil status records
  2. Registration of death, including making changes, additions and corrections to the civil status records
  3. Restoration of civil status records
  4. Cancellation of civil status records
  5. Registration of marriage (matrimony), including making changes, additions and corrections to the civil status records
  6. Registration of the dissolution of marriage( matrimony), including making changes, additions and corrections to the civil status records
  7. Registration of the birth of a child, including making changes, additions and corrections to the civil status records

 

  1. Appointment of state targeted social assistance
  2. Assignment of social assistance to certain categories of needy citizens by decisions of local representative bodies

there is a risk of committing corrupt actions, however, during the specified period in the State Institution "Akim's Office of the Asenkritovsky rural District" there are no facts of detecting corrupt actions in the provision of public services to service recipients.

  1. Appeals of individuals and legal entities received by the State Institution "Office of the akim of the Asenkritovsky rural District"

Work in the State Institution "Office of the Akim of the Asenkritovsky rural District" on citizens ' appeals is conducted in accordance with the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities" dated January 13, 2007 No. 221.

The analysis of the state of work in these areas in the departments, ensuring the timeliness and quality of consideration of appeals of individuals and legal entities, measures are being taken to increase control, not allowing consideration of appeals in violation of the established deadlines.

During the period from January 1 to August 31, 2021, 7 appeals were accepted and considered, 4 of them from individuals, 3 from legal entities. 4 were satisfied, 3 were explained. Appeals on land and land use, as well as assistance in employment. Written and oral responses were given to all received requests without violating the deadlines.

  1. Public procurement

The analysis of public procurement conducted in the akim's office is carried out. The Akim's office develops and approves an annual public procurement plan in the order and form determined by the rules of public procurement. Changes are made to the annual public procurement plan on a monthly basis. The procedure for conducting public procurement is transparent and accessible to all potential suppliers through state information systems. Public procurement takes place in electronic form, which minimizes collusion between suppliers and customers, helps to reduce the level of misuse of budget funds. For the period from January 1 to August 31, 2021, 40 contracts were concluded, of which 8 contracts were concluded from one source for failed purchases, 30 contracts from one source, 2 contracts were concluded by requesting price proposals. All public procurement contracts were studied. The analysis of the concluded contracts was carried out on the subject of whether the suppliers are close relatives, spouse or relatives of the head of the state body, as a result of the internal analysis, no facts of participation in the public procurement of potential suppliers of close relatives, spouses or relatives of the head of the state body were revealed. Contracts with suppliers of goods, works and services are concluded in a timely manner. It is not allowed to purchase goods, works, services that are not provided for by the approved annual public procurement plan.

Public procurement is carried out according to the principle of optimal and efficient spending of money used for public procurement, transparency and transparency of the public procurement process.

 

  1. Conclusion

During the analyzed period of the facts of imposing disciplinary penalties for the commission of official, corruption offenses and crimes by employees-1, this violation does not have a corruption character.
