Internal analysis of corruption risks for 8 months of 2021 in the state institution "Office of the akim of the Kalininsky rural district"
During the reporting period of 2021, an analysis of corruption risks was carried out in the state institution "The Office of the Akim of the Kalininsky Rural District".

The regulation on the state institution "The Office of the akim of the Kalininsky rural District" was approved by the resolution of the akimat of the district of Beimbet Maylin dated January 10, 2020 No. 5 .
Results of inspections previously conducted by state bodies in relation to the division:
According to the results of the inspection of the office of the akim of the Kalininsky rural district on April 27, 2021, the chief inspector for internal control over the quality of public services provided by the office of the akim of the district did not reveal any violations. According to the information provided during the audit, the specialist of the rural district administration from May 11-15 passed advanced training in the provision of public services.
According to the results of the inspection of the district prosecutor's office, one disciplinary penalty in the form of a remark was imposed for committing a disciplinary offense expressed in the improper performance of their official duties.
At the request of the prosecutor's office of the Beimbet Maylin district, the State Institution "Office of the Akim of the Kalininsky Rural District" sends monthly copies of decisions, orders and copies of magazines for this period for verification, no violations were detected.
Conducting public procurement:
The analysis of public procurement conducted by the office of the akim of the rural district was carried out. The office of the akim of the rural district develops and approves the annual plan of public procurement in the manner and form determined by the rules of public procurement.
Public procurement by the office of the akim of the rural district is carried out in accordance with the norms of the Law of the Republic of Kazakhstan.
For 8 months of this year, the state institution has concluded 45 contracts, 24 of them have been executed, 21 are in force. Of the total number of contracts, 34 were concluded using the "from one source" method, 11 – by "asking for price".
Public procurement of goods, works, services is carried out through the web portal of public procurement in electronic form, and excludes any contact with a potential supplier. The exclusively electronic format of concluding contracts made it possible to generate complete and reliable information on the purchased goods, works, services on the web portal and determine their average purchase prices. The introduction of electronic contracts and a number of other norms aimed at simplifying and transparency of public procurement allowed minimizing corruption risks. There is a decrease in the quality of public procurement in the "from one source" method, which in turn reduces the risk of corruption manifestations.

Appeals of individuals and legal entities received by the department (number, questions in general terms):
For 8 months of 2021, the state institution received 8 appeals, 7 of them from individuals, 1 appeal from legal entities. All requests have been considered and satisfied. There is no balance at the end of the reporting period.
Provision of public services:
During the reporting period of 2021, the state institution provided 7 state services on " Acquisition of rights to land plots that are in state ownership, which does not require bidding (contests, auctions)". The provision of public services meets the requirements of the standard and regulations. There were no complaints from citizens about the provision of public services.
Employees of the office of the rural district strictly observe state discipline, the Laws of the Republic of Kazakhstan "On Public Service" and "On combating Corruption", the norms of conduct of official ethics. The activities of civil servants are carried out in accordance with their competence, guided by the basic Laws of the Republic of Kazakhstan. The state of anti-corruption discipline is systematically analyzed, the inevitability of punishment for corruption offenses is explained.
Recommendations:
1.Compliance by civil servants with the requirements for official behavior and the performance of their official duties.
2.Take measures to ensure transparency and openness of the activities of the state institution in the field of procurement. Maintain constant control over the transparency of public procurement and accounting.
3.When providing public services, strictly comply with the legislation in the field of public services, conduct explanatory activities among service recipients in order to increase the number of services rendered through the E-Government portal.
