Analytical report
on the results of an internal analysis of corruption risks in
the state institution "Office of the akim of the rural district of Ayet"
Pursuant to Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", the Standard Rules for Conducting Internal Analysis of Corruption Risks approved by Order No. 12 of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016, as well as Methodological Recommendations on internal analysis of corruption risks in the activities of state bodies, organizations and quasi-public Sector entities.
The analyzed period is from January 01, 2021 to August 31, 2021.
The internal analysis of the organizational and managerial activities of the akimat was carried out according to the following criteria:
1) personnel management;
2) settlement of the conflict of interests;
3) provision of public services;
4) implementation of permissive functions;
5) implementation of control functions;
6) the quality of consideration of appeals of individuals and legal entities;
7) organization and conduct of public procurement of goods, works, services;
8) compliance with official ethics and anti-corruption legislation;
The staff number of the State Institution "Akim's Office of the rural district of Ayet" is 10 units. In fact, as of August 31, 2021, 6 people work in the akim's office, 4 vacancies.
During the specified period, 0 were dismissed at their own request. Total number of civil servants accepted - 1.
In compliance with the anti-corruption legislation, all civil servants of the State Institution "Akim's Office of the rural district of Ayet" have adopted anti-corruption restrictions, civil servants have been familiarized with the Rules of Official Ethics of civil servants, in order to implement financial control measures, civil servants and their spouses have submitted declarations to the state revenue bodies in a timely manner.
2.There were no facts of settlement or non-settlement of the conflict of interests in the State Institution "Akim's Office of the rural district of Ayet".
The state Institution "The Office of the akim of the rural district of Ayet" provides 14 public services. For the period from January 01, 2021 to August 31, 2021, 42 public services were provided, including the acquisition of rights to land plots that are in state ownership that do not require bidding -34; the issuance of a decision to change the purpose of the land plot – 4; the provision of a plot for the construction of an object within the settlement – 4.
4, 5. In accordance with the legislation of the Republic of Kazakhstan, the State Institution "Akim's Office of the rural district of Ayet" does not perform control and supervisory, licensing functions.
Monthly monitoring of the results of consideration of appeals of individuals and legal entities is carried out. Responses to requests are reviewed in a timely and effective manner.
For the period from January 1, 2021 to August 31, 2021, 25 appeals of citizens were accepted and considered, 9 were satisfied, 10 were explained, 6 were sent according to competence, 0 were terminated, 0 were on execution. Written answers were given to all received requests without violating the deadlines.
According to the current Law of the Republic of Kazakhstan "On Public Procurement", 99 public procurement was conducted for the period from January 1, 2021 to August 31, 2021 by the State Institution "Akim's Office of the rural district of Ayet", for a total amount of 240,499,347 tenge: 1) public procurement by the method of requesting price proposals for the amount of (three) 6 187634 tenge, without violations; 2) by means of an open tender for public procurement (nine purchases) in the amount of 182,988,571 tenge, without violations; 3) by means of a single source through the direct conclusion of a public procurement contract (seventy-nine purchases)in the amount of 46,832,180 tenge without violations; 4) by means of a single source for failed purchases (eight purchases) in the amount of 4,490962 tenge without violations.
The State Institution "Office of the akim of the rural district of Ayet" complies with the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the Code of Ethics and anti-corruption legislation. At the time of the analysis, there were no confirmations of cases of risks associated with compliance with the norms of the Code of Ethics and anti-corruption legislation. During the specified period, there are no facts of corruption, there are no employees involved for corruption offenses.
