based on the results of an internal analysis of corruption risks in
state institution "Akim's apparatus of the village of Tobol"
Pursuant to Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", the Model Rules for Conducting an Internal Analysis of Corruption Risks, approved by order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Combating Corruption dated October 19, 2016 No. 12, as well as Methodological recommendations for the internal analysis of corruption risks in the activities of state bodies, organizations and subjects of the quasi-public sector.
Analyzed period: for 8 months of 2021.
Internal analysis of the organizational and management activities of the akimat was carried out according to the following criteria:
1) personnel management;
2) settlement of conflicts of interest;
3) provision of public services;
4) implementation of licensing functions;
5) implementation of control functions;
6) the quality of consideration of applications from individuals and legal entities;
7) organization and conduct of public procurement of goods, works, services;
8) compliance with official ethics and anti-corruption legislation;
The staff of the State Institution "Akim's Office of the Tobol village" is 10 units. In fact, as of August 31, 2021, 8 people work in the akim's apparatus, there are 2 vacancies.
During the specified period, they were dismissed of their own free will - 1. In total, civil servants were hired - 0.
In pursuance of anti-corruption legislation, all civil servants of the State Institution “Akim's Office of Tobol Village” adopted anti-corruption restrictions, civil servants are familiar with the Rules of Official Ethics of Civil Servants, in order to implement financial control measures, civil servants and their spouses timely submitted declarations to the state revenue authorities.
For the period from January 1, 2021 to August 31, 2021, the State Institution "Akim's Office of the Tobol village" provided 23 public services, of which the acquisition of rights to land plots that are in state ownership that do not require bidding - 20; issuance of a decision to change the designated purpose of a land plot - 3; provision of a site for the construction of an object within the boundaries of a settlement - 0. For the specified period, it was envisaged:
1 corruption risk for a public service - the acquisition of rights to land plots that are in state ownership that do not require bidding. However, no corruption offenses have been identified.
4, 5. In accordance with the legislation of the Republic of Kazakhstan, the State Institution “Akim's Office of the Tobol settlement” does not exercise control and supervisory, licensing functions.
Monitoring of the results of consideration of applications of individuals and legal entities is carried out on a monthly basis. Responses to appeals are considered in a timely and effective manner.
For the period from January 1, 2021 to August 31, 2021, 16 applications of citizens were accepted and considered, of which from individuals - 16, legal entities - 0. Satisfied - 4, explained - 11, sent by competence - 1, terminated - 0 During the specified period, 1 corruption risk was foreseen in the sphere of citizens' applications for registration of land plots. However, no corruption offenses have been identified.
According to the current Law of the Republic of Kazakhstan "On public procurement" for the period from January 1, 2021 to August 31, 2021, the State Institution "Akim's Office of the Tobol village" conducted 132 public procurements, for a total amount of 68,814,273 tenge:
1) public procurement by way of request for price proposals 6 purchases for the amount of 8,937,064 tenge, without violations;
2) by means of an open tender for public procurement - 1 purchase in the amount of 26 397 000 tenge, an agreement until June 30, 2021.
3) by a method from one source by direct conclusion of a public procurement contract - 125 purchases in the amount of 33 480 210 tenge, without violations.
Due to interaction with participants in public procurement, 1 corruption risk was envisaged. However, no corruption offenses have been identified.
In the State Institution "Akim's Office of the Tobol village", the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the Code of Ethics and anti-corruption legislation are observed. At the time of the analysis, no confirmation of the occurrence of risks associated with compliance with the norms of the Code of Ethics and anti-corruption legislation was found. During the specified period, there are no cases of corruption, there are no employees involved for corruption offenses.
