Rusanalytical reference on the results of the internal analysis of corruption risks in the state institution "Office of the Akim of the Beimbet Maylin district" from January 01 to May 17, 2021
In accordance with the standard Rules for conducting internal analysis of corruption risks, approved by the order of the Chairman of the Agency for Civil Service Affairs and Anti-Corruption of the Republic of Kazakhstan dated October 19, 2016 No. 12, an internal analysis of corruption risks of the state institution (GU) "Office of the Akim of the Beimbet Maylin district"was conducted.
Internal analysis of corruption risks is carried out in the following areas:
1) identification of corruption risks in regulatory legal acts affecting the activities of the division;
2) identification of corruption risks in the organizational and managerial activities of the unit.
As a result of the analysis, it was found:
Corruption risks in the regulatory legal acts and legal acts affecting the activities of the akim's office were not identified.
In the State Institution "Beimbet Maylin District Akim's Office", the structure of the office consists of 5 departments: organizational and control work; personnel work; legal service; documentation support, RAGS department, under the leadership of the head of the district akim's office.

The total staff size of the office is 23 staff units, where 5 of them provide for the independent performance of functional duties from the departments of the office within the official powers of the competence of the state body: the chief inspector for information technology, the chief inspector for financial and economic affairs, the Chief Inspector for the prevention of terrorism, civil protection and mobilization training, the Chief inspector for the provision of public services; the chief inspector – the state inspector for the control of the use and protection of land.
From January 5 to May 17, 2021, 1 administrative civil servant was dismissed in the akim's office, at his own request.
2 civil servants were brought to disciplinary responsibility on the grounds of improper performance of their official duties, the revealed facts of improper performance of duties on the part of civil servants do not contain facts of a corruption offense.
However, during the reporting period, 2 private court rulings were received on the actions of officials of the local executive state body under the akimat of the district, according to the content, which revealed the actions of officials that provide for corruption risks, but the facts of a corruption offense were not revealed.
Republic of Kazakhstan. Civil servants are subject to special checks in the national security agencies, written obligations are made to accept the restrictions established by the laws of the Republic of Kazakhstan "On Combating Corruption", "On the Civil Service of the Republic of Kazakhstan" and written notifications are issued on the need to transfer to the trust management of property, the use of which entails income, for the period of public service.
The presence of facts of kinship relations between civil servants of the district akim's office was not revealed. There are no facts of settlement or non-settlement of the conflict of interests in the district akim's office.
Inside the building of the akimat of the Beimbet Maylin district, the texts of the Law of the Republic of Kazakhstan "On Combating Corruption", the Code of Ethics of Civil Servants in the state and Russian languages are placed in an accessible place for public inspection, the helplines, the Ethics Commissioner and the Call-center 1424 of the Anti-Corruption Service for citizens ' appeals are indicated.
During the reporting period, 18 public procurements were carried out in the accounting activities of the district akim's office. These purchases provide for the direct conclusion of contracts, in connection with which there is a corruption risk, but during the reporting period, the facts of a corruption offense were not revealed.
Complaints about the actions and inaction of civil servants of the district akim's office on the part of citizens, including the ethics commissioner, were not received.
There are no facts of bringing civil servants of the office to administrative and criminal responsibility.
There are no facts of dismissal of civil servants for negative reasons.
In order to avoid the existence of facts of corruption offenses in the state body, work is being carried out to prevent and personally hold responsible for committing corruption offenses, through lecture conversations among employees directly subordinate to a higher official of a state institution.
Control of work on the provision of public services and the regulation of land relations at the proper level in accordance with the requirements of the current legislation of the Republic of Kazakhstan.
When developing and approving draft NPA – a regulatory legal act, officials of the district akim's office are guided in their activities by the Regulations on the state institution, in accordance with the Law of the Republic of Kazakhstan "On Public Service of the Republic of Kazakhstan", the Law of the Republic of Kazakhstan "On Combating Corruption", the Law of the Republic of Kazakhstan "On Local Public Administration and Self - Government in the Republic of Kazakhstan", the Law of the Republic of Kazakhstan "On Legal Acts" and other legislative and regulatory acts of the current legislation of the Republic of Kazakhstan. During the reporting period of 2021, no corruption risks were identified in the regulatory legal acts and legal acts affecting the activities of the district akim's office, since all the draft NPA are sent for scientific and anti-corruption expertise to give conclusions on the draft NPA.
There are no facts of issuing acts of prosecutor's response on the issues of the adopted NPA.
