Pursuant to Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", Standard Rules for conducting internal analysis of corruption risks, approved by Order No. 12 of the Minister of Civil Service Affairs of the Republic of Kazakhstan dated October 19, 2016, as well as Methodological Recommendations on internal analysis of corruption risks in the activities of state bodies, Organizations and quasi-public sector Entities.
Analyzed period: 1 quarter of 2021.
Internal analysis of the organizational and managerial activities of the department was carried out according to the following criteria::
1) on human resources management;
2) on conflict of interest resolution;
3) provision of public services;
4) on the implementation of permissive functions;
5) implementation of control functions;
6) on the quality of consideration of appeals from individuals and legal entities;
7) organization and conduct of public procurement of goods, works, and services;
8) on compliance with official ethics and anti-corruption legislation;
Headcount of the State Institution "Department of land relations of Beimbet Mailina district akimat" is 2 people, freelance-3 people, vacancies-0.
In compliance with the anti-corruption legislation by all state employees of the State Institution "Department of Land Relations of Beimbet Mailina district Akimat" anti-corruption restrictions have been adopted, civil servants are familiar with the Rules of Official Ethics of civil servants, in order to implement financial control measures, civil servants and their spouses have submitted timely declarations to state revenue bodies.
For the 1st quarter of 2021 by a state institution "Department of Land Relations of Beimbet Mailina district Akimat" public services rendered: "Approval of land management projects for the formation of land plots"- 50; "Issuing a decision to change the purpose of the land plot" - 0;"Issuance of permits for the use of land for survey work" - 0; "Issue a final decision on the transfer of agricultural area from one form to another" - 0; "Definition of divisibility and indivisibility of land" - 0; "Acquisition of rights to land plots which are in state ownership, does not require a tender (tenders, auctions)" - 1.
Public services are provided free of charge. There were no complaints about the provision of public services.
In order to further provide service recipients with affordable and high-quality public services, explanatory work will continue with the population on the possibilities of obtaining public services.
4, 5. In accordance with the legislation of the Republic of Kazakhstan Department of Land Relations of the district akimat Beimbeta Mailina does not perform any control, supervisory or permitting functions.
Ежемесячно Monthly monitoring of the results of consideration of appeals of individuals and legal entities is carried out. For the first quarter of 2021, there were no requests from individuals and legal entities.
The Department of Land Relations of the district akimat complies with the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the Code of Ethics and anti-corruption legislation. At the time of the analysis, no evidence of risks associated with compliance with the Code of Ethics and anti-Corruption legislation was found.
