based on the results of an internal analysis of corruption risks in
state institution "Akim's apparatus of the village of Tobol"
Pursuant to Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", Model Rules for Conducting an Internal Analysis of Corruption Risks, approved by order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Combating Corruption dated October 19, 2016 No. 12, as well as Methodological recommendations for the internal analysis of corruption risks in the activities of state bodies, organizations and subjects of the quasi-public sector.
Period analyzed: from April 5, 2021 to May 6, 2021.
Internal analysis of the organizational and management activities of the akimat was carried out according to the following criteria:
1) personnel management;
2) settlement of conflicts of interest;
3) provision of public services;
4) implementation of licensing functions;
5) implementation of control functions;
6) the quality of consideration of applications from individuals and legal entities;
7) organization and conduct of public procurement of goods, works, services;
8) compliance with official ethics and anti-corruption legislation;
The staffing of the State Institution "Akim's Office of the Tobol village" is 10 units. In fact, as of May 6, 2021, there are 8 people working in the akim's apparatus, there are 2 vacancies.
During the specified period, 0 were dismissed of their own accord - 0. In total, 0 civil servants were hired.
In pursuance of anti-corruption legislation, all civil servants of the State Institution “Akim's Office of Tobol Village” adopted anti-corruption restrictions, civil servants are familiar with the Rules of Official Ethics of Civil Servants, in order to implement financial control measures, civil servants and their spouses timely submitted declarations to the state revenue authorities.
The State Institution "Akim's Office of the Tobol Village" renders 18 public services. For the period from April 5, 2021 to May 6, 2021, 5 public services were provided, of which the acquisition of rights to land plots that are in state ownership that do not require bidding - 5; issuance of a decision to change the designated purpose of a land plot - 0; provision of a site for the construction of an object within the boundaries of a settlement - 0.
4, 5. In accordance with the legislation of the Republic of Kazakhstan, the State Institution “Akim's Office of the Tobol settlement” does not exercise control and supervisory, licensing functions.
Monitoring of the results of consideration of applications of individuals and legal entities is carried out on a monthly basis. Responses to appeals are considered in a timely and effective manner.
For the period from April 5, 2021 to May 6, 2021, 9 applications of citizens were accepted and considered, of which from individuals - 9, legal entities - 0. Satisfied - 3, explained - 6, sent by competence - 0, terminated - 0 All applications received were answered in writing without violating the deadlines.
According to the current Law of the Republic of Kazakhstan "On Public Procurements" for the period from April 5, 2021 to May 6, 2021, the State Institution "Akim's Office of the Tobol Village" carried out 10 public procurements, for a total amount of 33 616 831 tenge:
1) public procurement by the method of requesting price proposals for the amount of 1,747,000 tenge, without violations;
2) by way of an open tender for public procurement in the amount of 26 397 000 tenge, the contract is valid until June 30, 2021.
3) by a method from one source by direct conclusion of a public procurement contract in the amount of 5,472,831 tenge without violations.
In the State Institution "Akim's Office of the Tobol village", the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the Code of Ethics and anti-corruption legislation are observed. At the time of the analysis, no evidence of any risk related to compliance with the Code of Ethics and anti-corruption legislation was found. During the specified period, there are no cases of corruption, there are no employees involved for corruption offenses.
