Anti-corruption standard State institution "Department of internal policy of the beimbet Maylinsky district akimat»
This anti – corruption standard of the state institution" Department of internal policy of the akimat of Beimbet Maylinsky district "(hereinafter referred to as the anti-corruption standard) was developed in accordance with paragraph 2 of Article 10 of the law of November 18, 2015 No. 410-V" on combating corruption".
The anti-corruption standard defines recommendations for persons working in state institutions aimed at compliance with anti-corruption behavior and preventing corruption manifestations.
The developer of the anti-corruption standard is the state institution "Department of internal policy of the akimat of Beimbet Maylinsky district".
The principles of the anti-corruption standard are::
Legality;
Transparency;
Courtesy;
Respect for the rights and legitimate interests of individuals and legal entities and their protection from corruption manifestations;
Avoid conflicts of interest.
Directly related to the performance of official duties in terms of preventing corruption manifestations on the basis of anti-corruption measures:
Implementation of the rights and legitimate interests of individuals and legal entities in the field affected by anti-corruption standards;
Preparation and adoption of managerial and other decisions within its competence;
On making proposals when preparing draft normative legal acts;
Other socially significant relationships related to the specifics of the relevant sphere of life activity.
1.1) be guided by the principle of legality in accordance with the Constitution, laws and other normative legal acts of the Republic of Kazakhstan;
1.2) ensure compliance and protection of the rights, freedoms and legitimate interests of citizens and legal entities, consider citizens ' Appeals in accordance with the procedure and terms established by law, and take the necessary measures on them;
1.3) be impartial and independent of the activities of political parties, public and religious associations in the exercise of official powers;
1.4) not to disclose information received in the exercise of official powers affecting the personal life, honor and dignity of citizens and not to require them to provide such information, except in cases stipulated by the legislation of the Republic of Kazakhstan; ;
1.5) prevent conflicts of interest, and if they occur, take measures to eliminate them in accordance with the legislation.
2.1) be honest, fair, modest, observe generally accepted moral and ethical standards, show politeness and decency in dealing with citizens and colleagues;
2.2) do not accept any material benefits, services and other benefits related to the performance of their legal duties when making decisions falling within the competence of a civil servant;
2.3) exercise of powers within the limits of the rights granted to him and in accordance with his official duties;
2.4) not to give preference to individuals and legal entities in the performance of official duties, to be independent of their influence;
2.5) strictly observe labor discipline, effectively exercise the powers granted;
2.6) perform their official duties conscientiously, impartially and efficiently, use their working time efficiently and efficiently.
3.implementation of anti-corruption standards.
3.1.this standard is mandatory for implementation by all civil servants of the state institution "Department of internal policy of the akimat of Beimbet Maylinsky district".
3.2.disciplinary or material liability for non-compliance or improper performance of the Anti-Corruption standard is established in accordance with the current legislation of the Republic of Kazakhstan.
3.3.information on compliance (non-compliance) with the Anti-Corruption standard is used when certifying and evaluating the effectiveness of work of civil servants of the state institution "Department of internal policy of the akimat of Beimbet Maylinsky district".
Other restrictions and prohibitions:
1) comply with the restrictions established by the laws of the Republic of Kazakhstan;
2) carrying out activities incompatible with the performance of state functions;
3) inadmissibility of joint service (work) of close relatives, spouses and relatives;
4) Use official and other information that is not subject to official dissemination for the purpose of obtaining or obtaining property and non-property benefits and benefits;
5) accept gifts in connection with the performance of official duties in accordance with the legislation of the Republic of Kazakhstan.
