1)ensure the observance and protection of the rights, freedoms and legitimate interests of individuals and legal entities, consider appeals of individuals and legal entities in accordance with the procedure and terms established by law, and take necessary measures on them;
2) on an ongoing basis, take measures to improve the quality of public services provided, fully focusing on the needs of the population as a consumer of public services;
3) ensure transparency in making decisions that affect the rights and legitimate interests of individuals and legal entities;
4) comply with the restrictions and prohibitions established by the laws of the Republic of Kazakhstan;
5) when exercising their official powers, do not accept any material benefits, services or other privileges related to the performance of their duties;
6) not to give undue preference to individuals and legal entities when preparing and making decisions;
7) do not use your official position to influence the activities of state bodies, organizations, civil servants and other persons when resolving personal issues;
8) not to use official and other information that is not subject to dissemination for the purpose of obtaining or extracting property and non-property benefits and advantages;
9) ensure access of individuals and legal entities to information provided by the legislation, transmit reliable and complete information;
10) recognize the priority of state and official interests over personal ones;
11) prevent the Commission of corruption offenses, resist corruption, be intolerant of any of its manifestations;
12) improve their professional level and qualifications for the effective performance of their official duties.
4.2. In the preparation and adoption of management and other decisions in the framework of its competence:
1) avoid a conflict of interest and, if it occurs, take measures to eliminate the conflict in accordance with the law;
2) exercise their powers within the limits of the rights granted to them and in accordance with their official duties;
3) when making decisions, do not accept any material benefits, services or other privileges;
4) to serve as an example of high decency, honesty, integrity, nobility, impartiality, justice, and selflessness by their behavior;
5) ensure the legality and fairness of decisions taken.
1) comply with the requirements of paragraph 3 of article 44 of the Law of the Republic of Kazakhstan «About legal acts".
2) provide preliminary public discussion of draft regulatory legal acts, if their content affects the rights and freedoms of citizens, including through discussion of projects at meetings of the Public Council, as well as posting projects on the Internet portal of open regulatory legal acts and the official Internet resource акиматаof the district akimat Beimbet Mailina;
3) provide the direction of draft regulatory legal acts affecting the interests of businesses in the accredited associations of private entrepreneurs and the National chamber of entrepreneurs of the Republic of Kazakhstan with the mandatory application of the explanatory notes and comparative tables (in the case of changes and (or) additions) to obtain an expert opinion, including each subsequent coordination of the project with interested state bodies, and to ensure the publication (dissemination) of draft regulatory legal acts affecting the interests of private businesses, in the media, including online resources, prior to their consideration at a meeting of the expert Council.
4) be guided exclusively by the national interests of the Republic of Kazakhstan.
1) resist actions that harm the interests of the state, hinder or reduce the effectiveness of the functioning of state bodies;
2) be loyal to your civic and professional duty;
3) observe business etiquette and rules of official conduct;
4) support and require colleagues to adhere to a high legal and anti-corruption culture;
5) refrain from representing and lobbying the interests of third parties, as well as performing actions on their behalf;
6) prevent the Commission of misdemeanors and other offenses for which the laws of the Republic of Kazakhstan provide for disciplinary, administrative or criminal liability.
4.5. Actions ofemployees when confronted with corruption in public relations:
1) if a civil servant has information about a corruption offense, he / she must take the necessary measures to prevent and stop such an offense, including immediately informing the higher-level Manager, the management of the state body in which he / she works, and the authorized state bodies in writing;
2) promptly bring to the attention of the immediate supervisor on which they became aware of cases of corruption, breaches of ethics and misconduct, defamatory public service, on the facts of the appeal to him of any person to incline to the Commission of corruption offenses and receiving gifts of any conflict of interest or the possibility of its occurrence, have a personal interest in the performance of official duties.
