Analytical reference based on the results of internal analysis of corruption risks in GU "Department of housing and utilities, PT and AD of the akimat of Beimbet Maylin district"

Pursuant to article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "on anti-corruption", the Standard rules for internal analysis of corruption risks approved by order of the Minister for civil service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12, as well as Methodological recommendations on internal analysis of corruption risks in the activities of state bodies, organizations and quasi-public sector entities.
The analyzed period: 6 months of 2020.
Internal analysis of the organizational and managerial activities of the Department was carried out according to the following criteria:
1) personnel management;
2) to resolve conflicts of interest;
3) for the provision of public services;
4) implementation of permissive functions;
5) implementation of control functions;
6) on the quality of consideration of appeals from individuals and legal entities;
7) on the organization and conduct of public procurement of goods, works, services;
8) compliance with official ethics and anti-corruption legislation;
Staff number of se "the Department of HCS, PT and ar of administration of the district of Maylin's birth" is civil servants is 3 of them 1 position, freelance is 4.
In the first half of 2020, 1 civil servant and 2 freelance employees were dismissed at their own request. In total, the Department accepted 2-civil servant, 3-freelance workers.
Pursuant to anti-corruption legislation all state employees of se "the Department of HCS, PT and ar of administration of the district of Maylin's birth" made anti-corruption restrictions, civil servants are familiar with the Rules of service Ethics of civil servants, to implement financial controls in place, civil servants and their spouses submitted declarations to the state revenue authorities.
Se "the Department of HCS, PT and ar of administration of the district of Maylin's birth" provides the following public services and for the first half of 2020, the total number of rendered state services – 26
4, 5. In accordance with the legislation of the Republic of Kazakhstan, the entrepreneurship Department of the Beimbet Maylin district akimat does not perform control and Supervisory functions.
Monthly monitoring of the results of consideration of appeals from individuals and legal entities is carried out. Responses to requests are reviewed in a timely and effective manner.
There are no facts of red tape, as well as violations of deadlines when considering appeals.
According to the current Law "On public procurement" Department of HCS, PT and ar of the district akimat conducted 38 public procurement for a total amount of 11 443,2 thousand tenge:
1) public procurement by the method of requesting price offers, 11 public procurement was conducted, in the amount of 2 920,9 thousand tenge, without violations;
2) 27 public procurements for the amount of 8 522,3 thousand tenge were carried out using a single source method by direct conclusion of a public procurement contract without violations.
The Department of housing and utilities, PT and AD of the district akimat complies with the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the code of Ethics and anti-corruption legislation. At the time of the analysis, there were no confirmed cases of risks associated with compliance with the code of Ethics and anti-corruption legislation.
