based on the results of an internal analysis of corruption risks in the activities of the state institution "Department of Architecture, Urban Planning and Construction of the Akimat of Beimbet Mailin District"
In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan "On Combating Corruption" and the Standard Rules for Conducting an Internal Analysis of Corruption Risks, approved by order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Combating Corruption No. 12 dated October 19, 2016 on the basis of the order of the head of a state institution "Department of Architecture, Urban Planning and Construction of the Akimat of Beimbet Mailin District" dated October 1, 2020 No. 81 "On conducting an internal analysis of corruption risks in the State Institution" Department of Architecture, Urban Planning and Construction of the Akimat of Beimbet Mailin District "from October 1 to 30 November 2020, an internal analysis of corruption risks was carried out.
The analysis of corruption risks was carried out in the activities of the Department of Architecture, Urban Planning and Construction for the period January-September 2020.
The Department of Architecture, Urban Planning and Construction carries out its activities on the basis of the Regulations on State Institutions, approved by the resolution of the Akimat of the Beimbet Mailin district of July 11, 2019 No. 163. The functions of the Department, defined in the Regulations, comply with regulatory legal acts.
The main regulatory legal acts by which the Department is guided in its activities are: Law of the Republic of Kazakhstan dated July 16, 2001 "On architectural, urban planning and construction activities in the Republic of Kazakhstan", Standards of public services "Issuance of a certificate to determine the address of real estate objects in the Republic of Kazakhstan "," Provision of source materials for the development of construction and reconstruction projects (redevelopment and re-equipment) "," Approval of a sketch (draft design) "," Provision of a land plot for the construction of an object within a settlement "," Issuance of a decision for a complex of post-utilization works objects (demolition of buildings) ".
Based on the analysis of the regulatory legal acts regulating the activities of the Department of Architecture, Urban Planning and Construction, discretionary norms were not identified. The presence of functions that have signs of public services has not been identified.
The staff of the Department is 3 units (the head of the department, the main specialists -2). For the period of the analysis, the Department is fully staffed, there are no vacancies.

Bonuses for employees are carried out in accordance with the legislation of the Republic of Kazakhstan. During the analyzed period, bonuses were not paid to employees.

Based on the results of the analysis of the sphere of personnel management, no corruption risks were identified.
In the analyzed period, there was the fact of involving an employee of the Department of the Chief Specialist Bayaziev S.B. to disciplinary responsibility for the commission of a disciplinary offense expressed in improper behavior in everyday life.
Compliance with business ethics
During the analyzed period, there were no facts of bringing employees of the Department to responsibility for committing corruption offenses, as well as misconduct discrediting the civil service.
Documentation support in the department is carried out on the basis of the Rules for documenting, document management and use of electronic document management systems in state and non-state organizations, approved by the Government of the Republic of Kazakhstan dated October 31, 2018 No. 703.

On the basis of the Regulation on the state institution (hereinafter - the Regulation), approved by the resolution of the Akimat of the Beimbet Mailin district of July 11, 2019 No. 163, the Department carries out a number of functions of local government in the field of architecture, urban planning and construction within the boundaries (lines) of the settlements of the district. 1) monitoring of facilities and complexes under construction (planned for construction)
The function is implemented in accordance with the Law of the Republic of Kazakhstan dated July 16, 2001 "On architectural, urban planning and construction activities in the Republic of Kazakhstan".
When implementing this function, monitoring is carried out to achieve the indicators of the index of physical volume (IFO) of construction work in the Beimbet Mailin district and the commissioning of housing.
For the analyzed period, the indicators were:
- IFO of construction work amounted to 5855 million tenge for the period January - September 2020;
- housing commissioning amounted to 1,575 m2 for the period January - September 2020.

2) provision of public services in the manner prescribed by law;
The department provides 5 types of public services:

5) coordination of activities for the implementation of the integrated scheme of urban planning of the territory of the district (draft district planning), general plans of rural settlements, approved in the manner prescribed by law;
The function is carried out in accordance with the Law of the Republic of Kazakhstan "On architectural, urban planning and construction activities in the Republic of Kazakhstan" and the Land Code of the Republic of Kazakhstan.
General plans of the villages of Kyet and the village of Tobol were approved in 2018. The concept of the city's master plan defines the foundations and principles of the future development of the settlement until 2050, and reveals its potential opportunities, outlines the priorities for further territorial and socio-economic development. The general plans are posted on the official website of the Akimat of the Beimbet Mailin district.
The selection of land plots for construction is carried out in strict accordance with the master plans within the framework of the state service "Provision of a land plot for the construction of an object within the boundaries of a settlement."

6) making proposals for construction, engineering preparation of the territory, landscaping and planting of greenery, conservation of construction of unfinished objects, carrying out a set of works on post-utilization of objects of regional significance;
The function is carried out in accordance with the Law of the Republic of Kazakhstan "On architectural, urban planning and construction activities in the Republic of Kazakhstan" and the Budget Code of the Republic of Kazakhstan.
In the analyzed period, as part of the implementation of this function, budget applications for 2020-2022 were submitted to the Department of Construction, Architecture and Urban Planning for the development of design and estimate documentation for objects:
- Construction of a block-modular boiler house to the Mayskaya secondary school in the village of Mayskoye, Beimbet Mailin district, Kostanay region;
- Reconstruction of the water supply and distribution networks in the village of Mayskoye, Beimbet Mailin district, Kostanay region;
- Construction of a gas pipeline to a residential building in the village of Tobol, Beibitshilik str. 114, Beimbet Mailin district, Kostanay region;
- Construction of a water supply system and distribution networks in the village of Krasnoselsky, Beimbet Mailin district, Kostanay region.
for 2020-2022 to carry out construction work on the project
- Construction of water supply systems and distribution water supply networks in the village of Valerianovka, Taranovsky district, Kostanay region;
- Construction of engineering networks for pastures with an area of 2531 hectares in Taranovsky district of Kostanay region

7) organization of the development and submission for approval to the district maslikhat of schemes for urban development of the territory of the district, as well as draft master plans of rural settlements;
For consideration by the district budget commission, budget applications were sent for the allocation of funds for the development of master plans with topographic survey of the village of Asenkritovka worth 3,978.0 thousand tenge, the village of Novoilinovka worth 5,213.0 thousand tenge and the village of Yubileinoe worth 3,978.0 thousand tenge. tenge. Contract No. 65 of March 11, 2020 was concluded for the performance of construction and installation works with PIP Kostanayvodproekt LLP. The total cost of design work was 11,749,550.01 tenge.
