Pursuant to article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "on anti-corruption", the Standard rules for internal analysis of corruption risks approved by the order of the Minister for civil service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12, as well as Methodological recommendations on internal analysis of corruption risks in the activities of state bodies, organizations and quasi-public sector entities,
The analyzed period: 12 months of 2020.
Internal analysis of the organizational and managerial activities of the Department was carried out according to the following criteria:
1) personnel management;
2) to resolve conflicts of interest;
3) for the provision of public services;
4) implementation of permissive functions;
5) implementation of control functions;
6) on the quality of consideration of appeals of individuals and legal entities;
7) on the organization and conduct of public procurement of goods, works, services;
8) compliance with official ethics and anti-corruption legislation;
The staff number of the state institution "Department of employment and social programs of the akimat of Beimbet Maylin district" is 8 units,1 unit in the decree,.
For the first half of 2020, 4 people were dismissed at their own request. A total of 5 civil servants were accepted.
Pursuant to anti-corruption legislation all state employees of the se "Department of employment and social programs of akimat of the district of Maylin's birth"," adopted the anti-corruption restrictions, civil servants are familiar with the Rules of service Ethics of civil servants, to implement financial controls in place, civil servants and their spouses submitted declarations to the state revenue authorities.
The Department of employment and social programs of the mayor's office of Beimbet Maylin district provides 17 public services. (Department-15, center-2)
4, 5. In accordance with the legislation of the Republic of Kazakhstan, the Department of employment and social programs of the akimat of the Beimbet Maylin district" does not perform control and Supervisory, licensing functions.
Monthly monitoring of the results of consideration of appeals from individuals and legal entities is carried out. Responses to requests are reviewed in a timely and effective manner.
For12 months of 2020, 13 appeals were accepted and written explanations were given. There are no facts of red tape, as well as violations of deadlines when considering appeals.
According to the current Law of the Republic of Kazakhstan "on public procurement", the Department of employment and social programs of the mayor's office of Beimbet Maylin district conducted 86 public purchases, totaling 25 666,1 tenge:
1) public procurement by requesting price offers in the amount of 3 686,4 tenge, without violations;
2) there is no open competition for public procurement.
3) using a single source method by directly concluding a public procurement contract for the amount of 21 979,6. 0 tenge without violations.
The Department of employment and social programs of the mayor's office of Beimbet Maylin district complies with the requirements for civil servants, restrictions related to the status of a civil servant, the requirements of the code of Ethics and anti-corruption legislation. At the time of the analysis, there were no confirmed cases of risks associated with compliance with the code of Ethics and anti-corruption legislation.
