| The budget program is planned to ensure the functioning of the State Institution "Department of Physical Culture and Sports of the Akimat of the Beimbet Mailin District" within the staffing limit. The State Institution "Department of Physical Culture and Sports of the Akimat of the Beimbet Mailin District" (hereinafter referred to as the Department) operates in accordance with: Department Regulation No. 233 dated September 14, 2023; Article 4 of the Law of the Republic of Kazakhstan dated November 23, 2015 No. 416-V "On Civil Service"; Resolution of the Government of the Republic of Kazakhstan No. 1193 dated December 31, 2015; Resolution of the Government of the Republic of Kazakhstan No. 1118 dated November 2, 1998; Law of the Republic of Kazakhstan dated December 4, 2015 No. 434-V "On Public Procurement", Chapter 10. Article 49. "On Physical Culture and Sports" (with amendments and additions as of January 22, 2016) Law of the Republic of Kazakhstan dated July 3, 2014 No. 228-V ЗРК. This Law regulates public relations in the field of physical culture and sports, defines the legal, organizational, economic and social foundations for ensuring the activities and development of mass physical culture, amateur and professional sports in the Republic of Kazakhstan. On approval of procedures for treasury execution of the budget and their cash servicing, procedures for treasury accounting and monitoring dated June 27, 2025 No. 328; Law on public services dated April 15, 2013 No. 88-V; On combating corruption dated November 18, 2015 No. 410-V ZRK. |

| The following projects will be implemented through the budget program: | |||||||
| The program's implementation will enable 1) the implementation of a unified regional calendar of sports and mass events; 2) the holding of sports competitions at the district level; 3) the training of district national teams in various sports and their performance at competitions; 4) the development of mass and national sports in the district; 5) the coordination of the activities of physical education and sports organizations in the district; 6) the provision of the public service: "Assignment of sports categories: 2nd category athlete, 3rd category athlete, 1st youth category athlete, athlete 2nd youth category, 3rd youth category athlete and qualification category coach of the highest qualification level second category, mid-level coach of the second category, high-level methodologist of the second category, mid-level methodologist of the second category, high-level athlete-instructor second category, sports judge"; 7) ensure the accessibility of public service standards; 8) ensure that service recipients are informed about the procedure for the provision of public services; 9) perform other functions in accordance with legislation; 10) take measures to ensure the use of educational institutions' sports facilities after school hours and in the evenings to ensure the operation of sports sections for the public and the holding of sporting events; 11) approves state sports procurement for funding children's and youth sports sections within budgetary limits; 12) ensures the placement of state sports procurement in children's and youth sports sections, regardless of the ownership structure of the state sports procurement service providers, their departmental affiliation, types, and categories; 13) ensures the implementation of all stages and procedures for the placement, quality control, and targeted implementation of the state sports procurement in electronic and publicly accessible formats. |
