About the work on the provision of public services
"Issuance of archival certificates, copies of archival documents
or archival extracts" for 2021
Archival institutions of the region provide one state service "Issuance of archival certificates, copies of archival documents or archival extracts" (Register of State Services dated 31.01.2020 No. 39). The service providers are KSU "State Archive of Kostanay region" and 20 of its branches in cities and districts.
In accordance with the Law of the Republic of Kazakhstan "On Public Services", the Rules for the Provision of Public services in the field of archival affairs (Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated October 19, 2021 No. 312) of the state service "Issuance of archival certificates, copies of archival documents or archival extracts", the service is provided on an alternative basis through the State Corporation "Government for Citizens" (hereinafter referred to as the State Corporation), the portal "Electronic Government" (hereinafter referred to as the PEP), the office of the service provider.
Information on the procedure for providing public services, including in electronic format, is located on the departmental Internet resource of the Department, in the foyer of state archives on information stands, PEP, as well as on the Internet resource of departments of the State Corporation, akims of cities and districts.
In 2021, the Department and all state archives updated information on the departmental Internet resource, the websites of mayors of cities and districts, prepared reports on the provision of public services for 2020, which were discussed with the population, posted on websites, published in the media.
Registration of the service in the information systems "E-Akimat", "Unified electronic archive of documents" is carried out by 21 state archives. To eliminate the existing problems in the operation of information systems, interaction with the regional information technology center of JSC "NIT", LLP "IServ" is carried out on an ongoing basis.
In order to popularize electronic public services, inform service recipients about the procedure for their provision, 183 events were held, 45,318 people were covered. Including 20 publications were published in print media and social networks, 5 TV and 9 radio broadcasts were conducted.
Thus, the heads and employees of the Lisakovsky, Arkalyk, Rudnensky, Zhitikarinsky state archives explained the procedure for the provision and activities for the provision of public services in the framework of television and radio broadcasts on radio "Rauan", on the air of radio "Zaman" LLP "Arman plus", on local TV channels LLP "Rudny media", LLP "Arka – Didary".
Activities related to the provision of state services for the issuance of archival certificates and the procedure for their provision have been brought to the general public through publications in regional and regional print media by the regional state archive, Arkalyk, Auliekolsky, Zhitikarinsky, Lisakovsky, Rudnensky, Altynsarinsky, Denisovsky, Dzhangeldinsky, Kamystinsky, Kostanay district, Mendykarinsky, Naurzumsky, Uzunkolsky, B. Maylin district archives.
The State Archives of the region, Auliekolsky, Arkalyksky, Lisakovsky, Sarykolsky, Rudnensky, Kostanay city, Amangeldinsky, Denisovsky, Dzhangeldinsky, Kamystinsky, Karabalyksky, Karasu, Mendykarinsky, Naurzumsky, B. Mailin, Fedorovsky archives during 46 actions on the distribution of information brochures on the procedure for the provision of public services "Issuance of archival certificates, copies of archival documents or archival extracts" covered 770 people.
In order to increase public satisfaction with the quality and accessibility of procedures for the provision of public services, to improve their quality, 71 events were held with the participation of employees of departments of branches of the State Corporation, notaries, lawyers, the public and the media of the region (collegium, meeting, seminars, round table meetings, meetings with the public). Information about all the activities carried out and reports on the services provided are posted on the departmental Internet resource and the websites of akims of cities and districts.
On a systematic basis, an individual consultation is conducted with each service recipient on the procedure for submitting applications for services through the State Corporation and the PEP.
According to the monitoring, in 2021 the archives provided 39,250 (2020 – 34,842) public services, including through the State Corporation – 6 351 (2020 – 6 165), PEP – 25 436 (2020 – 24 851).
There is an increase in the number of services rendered compared to the reporting period of the previous year amounted to 13% or 4,408 services.
There is a decrease in the provision of services on an alternative basis compared to the previous year. Thus, the share of services rendered through the State Corporation was 16.2% (2020 - 17.7%), through the PEP – 64,8 % (2020 – 71,3 %). Accordingly, the share of services provided on an alternative basis for 2021 amounted to 81%, which is 8% less than the level of the same period last year (2020 - 89%).
The largest volume of services rendered in the region falls on the State Archive of the region – 16.6% (2020 – 16.6%) of the total volume or 6,538 (2020 – 5,773) services and the Kostanay City State Archive - 16.2% (2020 - 15.9%) of the total volume or 6,347 (2020 – 5,546) services.
The smallest volume in the region is noted in Naurzum − 2.1% (2020 - 2.3%) or 821 services (2020 - 818), Altynsara - 1.5% (2020 - 1.3%) or 572 (2020 – 454) services.
The percentage of services rendered with a positive result was only 70.1% (2020 - 67.1%), i.e. increased by 3%. The percentage of lack of storage decreased from 27.2 % to 24 %, negative increased by 0.2% from 5.7% to 5.9 %.
Among the state archives by the positive responses lead it 89,8 %, Denisovskaya – of 87.4 %, Karabalyk – 87 %, Fedorov – 86,5 %, Naurzum – 85,1 %, Kamysty – 82,9 %, Karasu – 82,1 %,Sarykol area being 82 %.
Outsiders whose indicator is below the average regional value are Amangeldinsky - 50%, Kostanay city - 50.2%, Arkalyk – 55.9%, GAKO - 61.8%.
In terms of negative and absence in storage above the average regional indicator (29.9%) in Amangelda – 50%, Kostanay city - 49.8%, Arkalyk - 44.1%, the State Archive of the region - 38.2%.
