The National Security Committee of the Republic of Kazakhstan announces a competition for the vacant position of the CEO of the Republican State Enterprise with the right of economic management "State Technical Service" (hereinafter - the Enterprise).

The purpose of the Enterprise is the implementation of certain types of activities in informatization and information security areas, referred to as state monopolies, the implementation of which in a competitive market may have a negative impact on national security.
Requirements for bidders:
1) higher (or postgraduate) law degree, economic, technical or humanitarian education. It is preferable to have a Master of Business Administration degree or additional education in the field of management.
2) at least 5 years of work experience in the obtained field of study at senior levels in the corresponding profile of the Enterprise in a branch of the economy.
3) knowledge of the Constitution of the Republic of Kazakhstan, the Civil Code of the Republic of Kazakhstan, the Code of the Republic of Kazakhstan on Administrative Offenses, the Labor Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan “On State Property”, “On Combating Corruption”, “On State Secrets”, “On Administrative Procedures” , “On public procurement”, “On legal acts” “On an electronic document and electronic digital signature”, “On informatization”, “On communication”, “On television and radio broadcasting”.
It is essential to know the current regulatory legal acts in the field of mass media, television and radio broadcasting, Internet regulation, as well as the main state strategic documents.
4) functional responsibilities: management in accordance with the legislation of the production, economic, financial and economic activities of the Enterprise, planning and organization of the operation of the Enterprise and ensuring its uninterrupted operation, ensuring the implementation of decisions made, safety and efficient use of the assets of the Enterprise contained on its balance sheet, as well as financial and economic results of its activities, analysis and forecasting, their consequences, distribution of responsibilities, planning the activities of the Enterprise and the implementation of comprehensive control, conducting business negotiations, public speaking, organizing work on interaction with state bodies, the practical application of regulatory legal acts, the development of organizational and administrative documents, the protection and representation of the interests of the Enterprisey in courts, state bodies and other organizations.
The deadline for submitting applications for participation begins April 27, 2020 and ends after fifteen calendar days from the date of the announcement of the competition in the media and on the Internet resource of the National Security Committee of the Republic of Kazakhstan.
Required documents for participation:
1) application for participation;
2) CV in Kazakh and Russian languages;
3) autobiography in an arbitrary form;
4) copies of academic diplomas;
5) a copy of the labor book (if available) or the labor contract, or an extract from orders on the acceptance and termination of the labor contract from the last place of work;
6) health certificate in the prescribed form.
Participants can also provide additional information regarding their education, work experience, professional level (copies of documents on advanced training, obtaining scientific degrees and titles, scientific publications, recommendations from the senior officials of the previous place of work, etc.).
The following persons are not accepted for participation in the competition:
1. younger than eighteen years old;
2. previously committed a corruption offense;
3. having a criminal record outstanding or not removed in the manner established by the legislation of the Republic of Kazakhstan.
4. other cases prescribed by the legislation of the Republic of Kazakhstan.
