AND IN PEACETIME THE ORDERS ARE FIGHTING

The Caspian Sea is a source of many benefits for the state. There is both oil and fish stocks here. And most importantly, our territorial waters are the only area in the Caspian where sturgeon fish species spawn. There are other treasures here that are of great interest to foreign and local poachers. Therefore, initially in the tasks of the maritime border guards, one of the first points was listed - the protection of the biological resources of the Caspian, the fight not only with violators of the State Border, smugglers, but with poachers of all stripes.

The beginning of spring in the region gives rise to another round of confrontation between offenders and law enforcement officers, including border guards.

On March 30, 2012, the border ship «Zhenis» of the regional department of the Coast Guard of the Border Guard Service went on combat duty. In their area of responsibility, the maritime border guards found an intruder ship, whose crew was engaged in poaching sturgeon fish. The vessel did not respond to radio requests on the international security channel. When the border ship approached, the violators of the State Border tried to leave the territorial waters of the Republic of Kazakhstan at high speed, not responding to the demands of the border guards.

Even warning shots at the ship’s hull and on its course did not stop the criminals. The chase lasted about 30 minutes and forced the border guards to decide to detain the ship at full speed. During the landing of the inspection group on board the intruder ship, one of the sailors appeared between the approaching ships. Due to the dangerous maneuvering of the poaching vessel, the commander of the artillery combat unit, the sergeant major of the second class Bagzhan Akypbekov tragically died.

During the chase, the poachers destroyed material evidence of their criminal activity, but did not have time to do it completely. Six people - the crew of the criminal vessel - were detained and taken to the port of «Bautino».

The detained fishing vehicle was found to belong to the Republic of Turkmenistan. During the inspection, more than 140 sturgeon fish and six boxes with prohibited fishing gear, such as calladas, were found in the hold of the vessel.

A criminal case was initiated against the poachers under three articles at once. The fishermen were accused not only of illegal capture of sturgeon and illegal border crossing, but also of resisting arrest.

Petty officer of the second article Bagzhan Akypbekov was born on December 3, 1990 in the village of Lepsinsk, Sarkan district, Almaty region. He did his military service in the battalion of border ships and boats of the Regional Department of the Coast Guard of the Border Guard Service of the KNB. He repeatedly took part in the detention of violators of the State Border and poachers, for which he was awarded a number of awards from the command.

“Sergeant Major Bagzhan Akypbekov has always been a sensitive, decisive and courageous serviceman for us,” said his colleague Pavel Turchinkov. - Among his comrades, he enjoyed authority, was a cheerful person. He made many plans for his life. If someone needed some kind of help, he never refused anyone. He knew how to understand, support and help. We have lost not only a colleague and comrade in arms, but a true friend.

Bagzhan Akypbekov has a wife and a little daughter who will never forget their loved one, who died so untimely in the line of duty.

For courage, courage and heroism shown during the protection of the State Border of the Republic of Kazakhstan, foreman of the second article Akypbekov Bagzhan Nurlanuly was awarded the Order of Aibyn, III-rd degree (posthumously) by the Decree of the President of the Republic of Kazakhstan.

The memory of Bagzhan Akypbekov does not fade both in the homeland of the seaman-border guard, and in the units and formations of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan.
