CAPTURE OF SMUGGLER BAZARBAYULY

Dawn. How beautiful is a mild autumn morning in the fertile southern land, in the green town of Lenger! Yelmurat Usenbekov, by a habit rooted during his service at the border, made a five-kilometer jog, stretched himself well, worked out on sports equipment installed right in the courtyard of the house. OK! Life is good! But all the same, his soul is melancholy. For a whole year, he has not yet got used to a civilian lifestyle. There is not enough morning wake-up, drill training, alarming silence at the border, soldier brotherhood, pride in the realization that behind you there is his Motherland, a peaceful life, the security of which is in his military work. Yes, everything happened at the border. He remembers October 1995 ...

A year earlier, a certain Kabdolda Bazarbayuly, a citizen of the PRC, came to the attention of the operational workers of the Zaisan border detachment. According to the information received, he organized illegal smuggling and exchange transactions and made illegal contacts with Kazakhstanis in order to obtain information of interest from them. This smuggler was personally acquainted with many local residents, since Kazakhs grazing cattle lived in the border areas, who fled from the PRC to the territory of the USSR in 55-63s years of the last century. He negotiated with them about the implementation of smuggling transactions, exchanging cattle, horses, sheep for consumer goods of Chinese production (alcoholic beverages, dishes, clothes, tape recorders).

It was known that in 1991 Kabdolda Bazarbayuly was detained while illegally crossing the border at the Tuat frontier post, having an F-1 combat grenade with him. After carrying out all the legal proceedings, he was handed over to the Chinese side, where he was tried and sentenced to criminal punishment.

In that difficult 1995 year, due to the fact that the soldiers’ two-year military service was reduced to one and a half years, there was a «human hunger». If at the outpost, according to the staffing table, there were to be fifty servicemen, then in fact the service was carried out by eight to ten people. Of course, it is difficult to block the border with such forces, which did not fail to take advantage of all sorts of border violators, smugglers and other criminal elements.

Considering that the criminal is an experienced border violator and smuggler, he has extensive contacts in Kazakhstan, the headquarters and operational department of the Zaisan border detachment have developed a comprehensive plan of operational and military measures for his detention on the territory of the Republic.

In the fall of 1995, measures were taken to strengthen the military protection of the state border at the section of the Kuzeun and Tuat border outposts. On the routes of the possible illegal passage of K. Bazarbayuly across the border, reinforced border detachments, formed only from the number of experienced officers, were exhibited; explanatory work was actively implemented with the local population.

And on one of the chilly evenings of October, information was received from an operational source that Kabdolda Bazarbayuly appeared on a pasture in the Bakayasu gorge, burst into a yurt, and, threatening with weapons, took hostage the shepherd’s wife Khamit Tisayev with two newborn children in revenge for the fact that in 1991 he assisted the border guards in his arrest.

The Head of the Kuzeun outpost, Captain N. Sadykov, made a decision to immediately detain a border violator who has now turned into a terrorist. Reporting on the current situation to the commandant of the site, Lieutenant Colonel V. Timakov and his deputy Senior Lieutenant A. Aimbetov, he headed the border detachment «Zaslon» and went to the Bakayasu gorge in order to detain an armed criminal and prevent him from fleeing across the border to the territory of the PRC.

An alarming group was also sent there, led by the foreman of the outpost Junior Sergeant Yelmurat Usenbekov with 3 conscripts and the search dog Jack.

Arriving at the location of the yurt, the border guards secretly surrounded it and organized surveillance of the surrounding area. Khamit Tisayev in a conversation told the Head of the outpost that in the yurt, together with K. Bazarbekuly there is only his wife with newborn twins, whom he recently brought to the Jailau from the hospital.

At the command of the Head of the outpost, broadcast by radio, Usenbekov, dispersed the personnel of the squad, silently approached the yurt and slipped into it as an imperceptible shadow. Inside, in the twilight, he made out the silhouette of a stranger squatting on his haunches, jumped on him with lightning, having managed to cover the woman and small children with his body. One of the border guards rushed in after the foreman and helped tie up the criminal, behind whom there lay a rifle loaded with a live cartridge and a hunting knife.

As a result of the operational and investigative measures carried out with the arrested Senior Lieutenant A. Aimbetov, together with the officers of the KNB department for the Tarbagatai district, 11 offenders were identified and detained from among the residents of the Akhmetbulak, Zhanatalap and Zhanaaul settlements of the border regions involved in smuggling.Thereby, it was possible to liquidate a stable channel illegal transactions and theft of livestock in the PRC and RK. Several citizens of Kazakhstan were brought to trial and received their well-deserved punishment.

Citizen of the People’s Republic of China Kabdolda Bazarbayuly was brought to trial under several articles of the Criminal Code of the Republic of Kazakhstan, after the expiration of his sentence in 1997, he was extradited to the PRC. The broadcast took place on the channel of border representative meetings on the Maikapchagai bridge. Knowing about the pending criminal punishment for the previously committed crimes in the PRC, Bazarbayuly tried to commit suicide during the transfer to the Chinese side. Pulling a nail out of the tabletop, he intended to inflict injuries on himself, but the border guards disarmed him in a timely manner.

... Yes, there were other glorious deeds. That is why the border is the protected sacred borders of the Motherland.

Yelmurat Kasymovich looked into the bottomless blue of the sky, he was lost in thought, and shook his head.

What was he thinking in his twenty-two years old when he rushed on an armed, very dangerous criminal? About nothing else, except that he had to save the lives of innocent people - a mother and her babies.
