Representatives of Foreign Criminality Detained in Almaty

On February 18, 2021, the Department of the National Security Committee (NSC) of the Republic of Kazakhstan for Almaty city, together with the police, carried out a special operation to suppress the activities of members of a transnational organized criminal group (TOCG).

Three men, two of whom are citizens of Tajikistan and one citizen of Georgia, were detained in preparation for committing serious and particularly serious offences against the entrepreneurs.

To implement the criminal intent, members of the TOCG illegally crossed the state border and were secretly on the territory of the Republic of Kazakhstan.

It should be noted that one of the members of the group in 2019 was brought to justice by the law enforcement agencies of Kazakhstan and was expelled from the country.

The detainees were previously repeatedly convicted and involved in the activities of the so-called "criminal community".

One of them was serving a sentence in Russia for committing a double murder. Two of them have the status of the so-called “motivated” (candidates for the “vory v zakone”) and maintain contacts with criminals: Aziz Batukaev (“Aziz”), David Gerliani (“Dato Svan”, was prosecuted by the NSC in 2017) and others “vory v zakone”.

During the arrest, 2 combat pistols, 1 sawn-off shotgun, ammunition for them, several pieces of cold steel and other weapons and means of committing a crime were found and seized from the offenders.

The members of the group intended to form a stable criminal group to commit a series of robberies and thefts of pawnshops, exchange offices and residential buildings belonging to entrepreneurs from the Tajik diaspora in Almaty, as well as to establish a scheme for their so-called "protection" to receive funds from them on an ongoing basis.

Currently, a criminal case has been initiated against the detainees under Art. 287 part 3 of the Criminal Code of the Republic of Kazakhstan (illegal possession of weapons). The issue of initiating a criminal case under Article 392 of the Criminal Code of the Republic of Kazakhstan (intentional illegal crossing of the state border) is being resolved.

Investigative and operational measures to establish other circumstances of the case, as well as to verify the involvement of these persons in other crimes continue.
