On August 10, 2020, at 15.00 hours, public discussions will be held on the results of the regulatory impact analysis of the project "on the introduction of a requirement to issue an invoice by taxpayers in the case of sales of goods whose unit value exceeds 1000 MCI, as well as by healthcare entities for medical services rendered, insurance companies when concluding insurance contracts, educational organizations for educational services provided" via the ZOOM application (conference ID 551 810 3707 and password 123456).
According to the current legislation of the Republic of Kazakhstan, when developing regulatory legal acts affecting the sphere of entrepreneurship, a mandatory procedure is to conduct a regulatory impact analysis (RIA) regulatory impact analysis.
RIA is an analytical procedure for comparing the benefits and costs of the introduced regulatory instrument and related requirements, which allows evaluating the achievement of state regulation goals in the future (article 83 of the Business Code).
The RIA is compiled by filling out a special analytical form and provides for the consideration of several alternatives (at least three) to solve a specific problem.
Thus, the RIA compares three alternatives, the first of which is the current situation: benefits and costs, the other two-the proposed alternatives, also considering the benefits and costs.
Alternatives are compared according to different criteria (impact on the economic system, impact on the business profession, impact on public authorities and society as a whole) to select the most optimal regulatory alternative.
However, the purpose of the round table is not to clarify the requirements of current legislation. The purpose of the round table is to discuss the decision to introduce new regulation in public, during which feedback is received from the regulatory entities, their opinions and suggestions are received.
The results of the ARV round table will be posted on the Internet resource, in addition, all comments, comments and suggestions regarding RIA will be recorded and attached to the report on public discussions.
