PRESS RELEASE Research of the time of release of goods through checkpoints in the Republic of Kazakhstan

During the period from March to April оf 2024, an event was held to determine the average time for the release of goods at the several checkpoints.

The research is stipulated by clause 6.1. Article 7 of the World Trade Organization Agreement "On Trade Facilitation", as well as by a joint order of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, the Border Service of the National Security Committee of the Republic of Kazakhstan, the veterinary control and supervision committees and the state inspection in the agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan.

The average time for the release of goods at automobile checkpoints is calculated from the moment vehicles enter the checkpoint across the State Border of the Republic of Kazakhstan into the border and customs control zone until the release of goods in the relevant customs procedure, based on data from the information systems of authorized government bodies.

According to the results of the study, the average time for releasing goods at checkpoints: "Alakol" was 1 hour 36 minutes, "Bakhty" 2 hours 36 minutes, "Kalzhat" - 44 minutes, "Maykapshagay" - 2 hours 30 minutes, "Tazhen" and "Temir baba" 1 hour 20 minutes and 1 hour 35 minutes respectively.

When calculating the average time for issuing one customs declaration at the “Nur Zholy” checkpoint, it averaged 2 hours 35 minutes and at the "B. Konysbaeva" checkpoint it averaged 1 hour 35 minutes.

At the same time, the average time for the release of goods includes the time spent on passing state control (border, customs, transport, veterinary, phytosanitary, sanitary-quarantine, agricultural control) and customs declaration.
