Kazakhstan does not checks a border

In order to protect the economic interests of the state and reduce the shadow turnover of goods since the beginning of 2019 at the border with the countries of the EEU, the Ministry of Finance of the Republic of Kazakhstan monitors the movement of goods.

The registration of 10,3 thousand shipping documents for fictitious persons and bankrupts, more than 13 thousand facts of false transit was revealed.

Only according to the results of the 1st quarter, 17% of the cargo declared as transit through the Republic of Kazakhstan to the Russian Federation remained in the Republic of Kazakhstan.

This shadow turnover of goods causes damage to the budget and puts domestic business in a non-equal competitive environment.

All these facts have been brought to the attention of the competent authorities of the Kyrgyz Republic.

During 2019-2020, there were a number of meetings at the level of competent authorities and Governments in a bilateral format, on the platforms of the EEU and the world trade organization.

in February of this year, the parties discussed the need to cooperate in reducing the shadow turnover of goods by exchanging preliminary information on transported goods, using navigation locks and existing data in the information systems of the two countries. This would facilitate the organization of civilized trade and increase the revenues of the budgets of both States. However, the Protocol of the meeting was not signed by the Kyrgyz side, and the version sent by mail remained unanswered.

Instead of a constructive dialogue on the part of the Kyrgyz partners, there is a deliberate aggravation of the situation at the border and provocation to recognize the internal tax administration in the Republic of Kazakhstan as a trade barrier.

At this time, there is a congestion of vehicles. This is due to the beginning of the fruit and vegetable season, the resumption of trade with China and the suspension of 5 automobile checkpoints in connection with COVID-19.

In other words, the intensity of moving vehicles began to exceed the speed of passing through checkpoints.

On June 3, 2020, in order to determine the causes of congestion, a working meeting of representatives of the Republic of Kazakhstan and the Kyrgyz Republic was held at the automobile checkpoint "Karasu" and automobile checkpoint "Aktilek-avtodorozhny". The timing of control procedures showed that the passage of two adjacent checkpoints took 30-35 minutes, of which the scanning of documents for tax control of the Republic of Kazakhstan took 3 minutes.

At the same time, the Kyrgyz side at the time of the timing claimed that after passing polymerase chain reaction tests, drivers are released in the Republic of Kazakhstan without waiting for the results, only by filling out a questionnaire. In this regard, the question arises – why do this at the checkpoint?

The Kazakh side conducts this test outside the border checkpoints, so as not to create a queue at the border.

In addition, drivers in Kyrgyzstan are dissatisfied with the actions of a group of people, the so-called "pushers", who provide services for passing without a queue in the oncoming lane.

Today, taking into account the increase in traffic, about 200 trucks and other vehicles cross the border per day. The transit time on the Kazakhstan border section by freight ATS, taking into account the scanning of the consignment notes, is 15-20 minutes.

Taking into account the current circumstances, we once again call on the Kyrgyz side to take joint measures to organize civilized trade and reduce shadow turnover in the interests of budgets and businesses. It is impossible to resolve this issue without taking joint measures.

Yesterday, at the session of the eurasian economic commission, these issues were discussed with the participation of Deputy Prime Minister of the Kyrgyzstan Asrandiev E. Sh., who agreed on the need to create a joint working group.
