Комитетом государственных доходов с начала 2019 года на границе со странами ЕАЭС осуществляется мониторинг перемещаемых грузов.
Based on the analysis of the data obtained, various tax evasion schemes were identified when importing goods. As a result of the strengthening of tax control measures, the growth rate of indirect tax receipts from the EEU countries for imported goods over the past year has increased to 122%.
According to the results of thematic inspections, 1,618 facts of false statements of information in shipping documents, their registration on front persons and bankrupts were revealed. 2.6 thousand additional tax reports were submitted for VAT amounting to 1.3 billion tenge, and VAT amounts were adjusted for understatement by 793 million tenge.
The same monitoring is carried out when exporting products for the full fulfillment of tax obligations. For example, two entrepreneurs of the Turkestan region exported goods to the Russian Federation for a total amount of 1 billion tenge on 2,914 cargo vehicles, without paying taxes on their sales. Also, due to exceeding the minimum turnover, they have not fulfilled the obligation to register as a VAT payer.
It should be noted that the tax reports also do not include the payroll Fund, mandatory pension contributions and social contributions, payment of property and land taxes, which indicates the unreliability of these entrepreneurs.
If goods are exported to the EEU countries without paying the relevant taxes and other tax obligations, the SRC, together with the economic investigation and Financial Monitoring Service, takes measures to ensure them.
The state revenue Committee encourages foreign trade participants to fully fulfill their tax obligations in import and export operations.
