SRD: analysis of images of technical means helped to prevent more than 3 thousand facts of import of undeclared goods

During the period of operation of the Situation Center (from March 2019 to the present), additional receipt of customs payments and taxes in the amount of more than 9.3 billion tenge was provided to the state budget, more than 3 thousand facts of import of undeclared goods were prevented. This was reported by the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

The "Situation Center" of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan monitors customs operations at checkpoints at the customs border of the EAEU, analyzes images of technical means of customs control, as well as coordinates activities during customs inspections.

At the same time, special attention is paid to the quality of customs inspections.

Thus, in order to reduce the unreasonable burden on bona fide exporters/importers, the current risk management system is analyzed on a regular basis.

As a result, the number of assigned customs inspections was halved, while the effectiveness of detecting violations increased by 1.5 times.

In addition, more than 60 officials of customs posts have been brought to disciplinary responsibility for the facts of violations during customs inspections this year.

To date, the issue of the existing discrepancy in mirror statistics with the PRC is acute.

In order to carry out work to reduce it and reduce the level of shadow imports, in 2019, an agreement was reached with the People's Republic of China on mutual online exchange of information from export declarations on goods transported by motor transport.

As part of this exchange, the Chinese side provides online information on exports to the Republic of Kazakhstan, indicating the name of the foreign economic activity, the quantity and cost of goods.

All information received from the PRC is analyzed for underestimation of the value of goods and is used in customs administration with further measures to recover the amounts of customs payments and taxes.

In this regard, we recommend that all importers/exporters declare the reliable customs value of imported goods.

A similar exchange of information is carried out with the Republic of Uzbekistan.

In addition, by the end of this year, it is planned to implement a similar exchange of information with China, Azerbaijan, Ukraine and Georgia on goods imported by rail, as well as conclude similar international agreements on the exchange of information with Turkey and Iran.
