PRESS RELEASE
"The SRC responded to the blogger's criticism regarding the certification of the Electronic invoice
when exporting goods"
October 6 , 2021 city of Nur-Sultan
Information is being disseminated on social networks about the fact of a ban on the departure of a motor vehicle when exporting cucumbers to the Russian Federation, due to the absence of a paper copy of an electronic invoice (ESF) certified by state revenue authorities.
The State Revenue Committee recalls that upon accession to the WTO, the Republic of Kazakhstan assumed obligations to prevent the export to the EAEU countries of goods for which, when imported from third countries, customs duties were paid at reduced WTO rates.
By the decision of the Eurasian Intergovernmental Council
No. 5 dated August 12, 2016, it was determined that when goods included in the Withdrawal List are moved from the territory of the Republic of Kazakhstan to the territory of the EAEU countries, a paper copy of an electronic invoice (ESF) certified by the seal of the territorial state revenue authority is recognized as a shipping document.
HS Code 0707000504 "Cucumbers" by the Decision of the EEC was included in the List of goods to be seized on April 19, 2019.
In this connection, for the export of goods included in the List of seizures, it is necessary to have a copy of the electronic invoice certified by the state revenue authorities.
In general, the certification of a paper copy of the electronic invoice by the state revenue authorities has been carried out since 2015 and is due to the need to check documents for compliance with the conditions for the export of goods from the List.
The State Revenue Committee calls on all importers/exporters to comply with the legislation of the Republic of Kazakhstan and the countries of the Union.
