What changes have been made to the rules of customs screening and inspection

Changes have been made to the rules of customs screening and inspection, contributing to the creation of favorable conditions for importers/exporters.

The changes were made by Order No. 713 dated July 23, 2021.

Changes and additions have affected the following:

  • The Committee has developed and approved a form of Notification of the place and time of customs screening and inspection, which is sent to the person authorized with respect to goods, in order to regulate and systematize the actions of officials of state revenue bodies when performing customs inspection (screening), creating favorable conditions for importers/exporters.

In this regard, an amendment has been made to paragraph 7 of the Rules, to obligate an authorized official of state revenue bodies to notify the declarant or another person with authority in respect of goods about the place and time of customs inspection (screening) before conducting a customs inspection, if these persons are identified, in accordance with Annex 1 to these Rules.

The notification is considered to be sent, in the case of sending on paper, by an electronic message to a cellular subscriber number or to an electronic address that the notified person indicated in the course of customs operations.

  • Clarifying amendment to paragraph 44 of the Rules concerning the retention period of video recordings of Customs screening and inspection, in order to regulate the retention period of photographs (video recordings) and storage locations, as well as to exclude the possibility of premature deletion of video recordings that have recorded corruption offenses for the purpose of concealing them.

"Thus, changes and additions have been made in order to regulate and systematize the actions of local state revenue officials during customs screening (inspection), create favorable conditions for importers/exporters, and regulate the retention periods of photographs (videos) and storage locations, as well as exclude the possibility of premature deletion of videos that recorded corruption offenses to conceal them."
