Protection of the population from the consumption of counterfeit products and bringing illegal trafficking out of shadow.

The protection of the population from the consumption of counterfeit products and bringing illegal trafficking out of shadow is the main purpose of the introduction of labeling of tobacco products and alcoholic beverages.

 The Ministry of Finance of the Republic of Kazakhstan was one of the first to launch pilot projects on labeling tobacco and alcohol products for business adaptation (the pilot for tobacco started on October 1,
2018 and completed on March 31, 2020, for alcohol started on June 1, 2019 and will end on October 1, 2021),
- the press service of the Ministry of Finance of the Republic of Kazakhstan reports.

 As world practice shows, this labeling mechanism is an effective and proven method of combating illegal trafficking and is used in the countries of the European Union, Turkey, Brazil, etc.

According to the decision of the EAEU member states from April 23, 2021, the countries independently introduce mandatory labeling of these goods in accordance with national legislation.

During the pilot project, the information system and the expediency of the marking mechanisms used were tested with preliminary discussion with the business community, including at the site of NEC Atameken.

It should be noted that Kazakhtelecom JSC was defined by the Government decree as the Single operator of this mechanism.

Currently labeled tobacco products and alcoholic beverages are not a new phenomenon. For more than 20 years they have been designated by paper stamps (excise stamp and accounting and control stamp). The country is only switching to a digital format, which reduces the cost of excisable products.

IMPORTANT!

Since October 1, 2020, mandatory labeling has been introduced for cigarettes with a filter, and from April 1, 2021 - for other types of tobacco products. All cigarettes produced on the territory of Kazakhstan or imported to Kazakhstan are marked with digital stamps. At the same time, according to the tax legislation, the costs of producers can be deducted by depreciation deductions.

There is no need to buy expensive equipment for the sale of tobacco products to retail sellers, including "convenience stores". It is enough to install the free mobile application "Naqty Sauda" (Android and iOS), which is an alternative to 2D scanners.

In cases where the seller is faced with a large volume of product sales, he can purchase a 2D scanner. To date, the cost varies from 25 thousand tenge. No additional costs are required for the business.

Regarding other types of goods, such as dairy products, sugar-containing beverages, etc. pilot projects are carried out by sectoral ministries.

 The Ministry of Finance does not apply control and administrative measures on them.

For reference: the decision on labeling certain types of goods was taken by the EAEU member states in order to ensure the legality of the turnover of goods within the Eurasian Economic Union (EAEU, Union), including consumer protection, reducing the shadow economy, as well as leveling competitive business conditions.

In this connection, on February 2, 2018, the Prime Ministers signed an Agreement on labeling of goods by means of identification in the Eurasian Economic Union. The agreement establishes uniform rules for the functioning of labeling of goods within the EAEU.

Within the framework of the Union, countries have already committed to labeling fur coats, shoes, light industry goods, perfumes and toilet water, tires, cameras and dairy products. The timing of the introduction of labeling for these goods is set by the government independently, while the introduction of labeling for these product groups is carried out by sectoral ministries.

In the Republic of Kazakhstan, the Ministry of Trade and Integration of the Republic of Kazakhstan is defined as the coordinating body in the field of labeling of goods, the sectoral authorized state bodies in the field of labeling of goods are defined as follows:

Ministry of Finance - for excisable products;

Ministry of Health – for medicines;

Ministry of Agriculture - for agricultural products;

Ministry of Industry and Infrastructure Development - for industrial processing products.
