The State Revenue Committee commented on the situation of inspections in the Zhambyl region

False transit, importation of goods to fictitious recipients, understatement of prices, as well as undeclared goods are the main reasons for conducting inspections. What tricks of exporters were encountered by the state revenue authorities at the border, - told the SRC.

In general, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan notes that inspections cannot last for 30 days.

Thus, on average, inspections are carried out within 3-5 days, after which vehicles follow the route, while repeated inspections are not carried out in other regions of Kazakhstan.

However, there are cases when the time of the inspection increases due to the late submission of shipping documents provided for in international transportation, excluding from the inspection, also, in the case of sending requests to law enforcement agencies for identified violations that have elements of a criminal act.

In order to avoid delaying the timing of inspections, an additional number of employees of state revenue agencies have been allocated.

These days, a meeting is being held in Almaty with representatives of the fiscal authorities of the Kyrgyz Republic to resolve the situation on the border, including by agreeing and signing the Procedure for implementation of Pilot project for navigation seals.

The State Revenue Committee cited statistics on violations over the past years.

Thus, in the Kyrgyz Republic, the share of false transit in 2019 was 21%, in 2020 - 13%. Therefore, Kazakhstan's estimated VAT losses on imports amounted to KZT 21 billion.

Moreover, concealing the import of goods leads to losses on other types of taxes that arise from subsequent sales on the territory of the Republic of Kazakhstan.

As practice shows, the share of detected violations since the beginning of the year is 94% of the total number of checked vehicles, which indicates ongoing violations by Kyrgyz exporters. At the same time, it should be noted that only 0.9% of all vehicles have been checked.

Thanks to the measures taken, this year the average monthly share of false transit has decreased to 1.8%. The import of goods to fictitious recipients also reduced by 9 times in 2020. This year, only 28 facts have been established.

As a result of the strengthening of administration, the annual growth rate of VAT receipts on imports is ensured, as of the current date, the indicator has reached 142% or increase by 110 billion tenge.

The SRC noted that thematic tax inspections of carriers are carried out not at the border with the Kyrgyz Republic, but after crossing the border on the territory of the Republic of Kazakhstan strictly in accordance with the Tax Code of the Republic of Kazakhstan on the basis of regulations registered with the prosecutor's office.

Inspections are carried out for the availability of consignment notes for goods and the conformity of the name of the goods with the information specified in the documents, with the mandatory drawing up of inspection report.

Thus, during the inspections, the facts of the import of goods produced in China and the Republic of Turkey under the guise of Kyrgyz self-sewing, as well as violations of intellectual property rights (brand forgery) are revealed.

In order to reduce the shadow trade turnover, in September 2020, the fiscal authorities of the Republic of Kazakhstan and the Kyrgyz Republic signed an Action Plan for bilateral cooperation in the field of tax and customs administration.

As part of the implementation of the Plan, a pilot project for use of navigation seals using a risk management system has been launched since September 10, 2020.

In accordance with the agreements reached on the Pilot project, control measures for transit movements are carried out only within the framework of the risk management system. This corresponds to the protocol of the Kazakh-Kyrgyz Intergovernmental Council in Kordai settlement dated April 2, 2021, signed by the Prime Ministers of the Republic of Kazakhstan and the Kyrgyz Republic.
