Advantages of using advance information within the framework of IP «Keden»

      The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan continues to modernize the «KEDEN» information system aimed at improving the efficiency of customs administration and speeding up customs procedures at the border.

     One of the key digital tools of the system is the pre-notification module, which has already been successfully used when importing goods into the customs territory of the Eurasian Economic Union.

     Preliminary information can be provided regardless of the type of transport carrying out the transportation of goods, which makes the service universal and convenient for participants in foreign economic activity.

     The use of the pre-notification mechanism allows customs authorities to obtain information about the goods being transported in advance, which ensures accelerated customs operations, shorter procedure times at checkpoints, automatic recording of the arrival of goods and vehicles in electronic format, minimizing paper document flow and increasing transparency and predictability of logistics processes.

      After processing the submitted data, the «KEDEN» system automatically determines the need for state control of veterinary, phytosanitary, quarantine and others. This ensures the interaction of regulatory authorities in a digital format based on the "one-stop shop" principle.

     In addition, if the pre-submitted information corresponds to the actually imported goods, the information submitted in the volume of the transit declaration can be used as an electronic transit declaration, which greatly simplifies the processing of transit traffic.

     The result of digitalization is a three-fold reduction in the time required to declare transit goods from 30 to 10 minutes.

     The State Revenue Committee recommends that participants in foreign economic activity and carriers actively use the pre-notification mechanism to speed up the passage of state and customs control.
