ENG:

Corruption, from the Latin «corrumpere, corruptio,» i.e. to spread, bribe, decompose, etc., is one of the oldest phenomena in the system of public relations.

This phenomenon historically demonstrates the ability to transform and adapt to any conditions, regardless of the political system, the peculiarities of public administration, the economic model and even the degree of criminal legal reaction to it.

There are examples in history when corruption reached such a scale of impact that it competed with the state claiming to be a regulator of public relations.

And in the modern world, corruption is a serious problem, a threat to stability and security, sustainable development and citizens' sense of faith in justice.

The anti-corruption policy of the Republic of Kazakhstan is being progressively and aggressively improved based on the requests of the society, taking into account national practice and advanced foreign experience.

A sensitive positive impulse in anti-corruption issues followed the approval by the Head of State, K.K. Tokayev, on February 2, 2022, of the Concept of Anti-Corruption Policy for 2022-2026.

Civil society is involved in the process, the coverage of the influence of the anti-corruption culture and the atmosphere of zero tolerance for its manifestations is expanding, and a reasonable balance of preventive and criminal legal instruments has been ensured.

The State Revenue Committee, as a subject of anti-corruption, sees the implementation of anti-corruption policy among its main tasks.

An internal analysis of corruption risks in the work processes of the central and territorial bodies of state revenue is conducted annually.

By the end of 2023, 82 corruption risks have been identified and directed to the elimination procedure, 17 have been eliminated to date. Work on the remaining risks continues taking into account the regulated requirements for standard-setting activities and the procedure for correcting automated processes.

As part of the formation of an anti-corruption culture, more than 850 events were held last year, such as contests of author projects, round tables, debates, etc.

More than 150 events have been held to improve the level of professional training, whose job responsibilities include organizing the implementation of anti-corruption policy. Employees of the Anti-Corruption Service take an active part in such events.

The process of implementing the fourth block of the standard basic direction "Prevention and combating corruption" provides new opportunities to improve the quality of work organization.

All central and local executive bodies are involved in the project, project management is carried out by the Anti-Corruption Agency of the Republic of Kazakhstan.

Within the framework of the project, all preventive work of state bodies to ensure anti-corruption security, identify corruption risks and anti-corruption restrictions, and form an anti-corruption culture is analyzed and appropriately evaluated according to the point system.

When summarizing the results of the Project implementation for 2023, the work of the Ministry of Finance was given the highest assessment, of which about 68% can be attributed to the Committee. This year, the Ministry's positions remain the same.

To some extent, this is natural, since the State Revenue Committee is the agency with the largest range of contact with the population and therefore it is difficult for us to overestimate the importance of proper organization of preventive work.

Legal statistics also react to the work of the Committee – in 2023, compared with 2022, the number of employees of state revenue agencies who fell into the orbit of criminal law influence decreased by 30%, this year, as of June, there is a decrease in negative indicators by another 20%.

Special attention is paid to the automation of business processes, the mechanism for eliminating half of the corruption risks is found in digital solutions. At the stage of development of information systems "KEDEN" and "ISNA" (integrated tax administration system). The launch of the customs administration system is expected at the end of this year, and the tax administration system at the end of next year.

Of course, the work we have done cannot be used as a reason for complacency, there is still a lot of work ahead. But the experience gained in recent years and the accompanying dynamic growth of professional potential will allow us to eliminate the soil favorable for corruption, the scale of which is steadily decreasing from year to year.
