About the measures taken to combat corruption in the state revenue bodies
The key tool for preventing corruption in the SRC is the digitalization of tax and customs administration processes.
The time and financial costs of service recipients have been reduced, direct contacts have been minimized and, as a result, corruption manifestations have been reduced based on the results of the following work: the transfer of public services to an electronic format (40 out of 44); the introduction of electronic declaration; integration with databases of state bodies; centralization at the level of the SRC of customs functions in terms of control and issuance of declarations for goods; the use of artificial intelligence in the procedure of desk control and the selection of subjects for inspections based on a risk management system; functioning of free mobile applications E-salyq-Azamat and E-salyq-Business.
Considering that the shadow economy and corruption are closely interrelated, to ensure the transparency of the movement of goods along the entire chain (from import or production to retail sale), a National system of traceability of goods has been created, these are "Astana-1", "Electronic invoices" in which 99% of tax and 100% of customs declarations are submitted remotely, as well as the IP "Labeling of goods", the module "Virtual Warehouse", "Risk Management System", the introduction of online cash registers, etc.
For the convenience of obtaining permits, 15 integrations with third-party systems have been implemented in the E-window system (the time for receiving services has been reduced from 30 to 5 days).
Along with the measures taken to digitalize, information and explanatory work is being actively carried out to form an anti-corruption culture, including with the involvement of the public.
In order to raise awareness of taxpayers, the SRC Contact Center has been operating since 2019, which allows hundreds of taxpayers to resolve issues promptly on a daily basis.
