Report on Activities Related to the Provision of Public Services for 2025
The main direction of Kazakhstan's development is the transition to a proactive state with full automation of public service delivery processes.
The development of public services is aimed at creating favorable conditions for citizens and businesses by ensuring high-quality services while minimizing direct contact between taxpayers and the state revenue authorities.
As of today, out of 40 public services provided by the state revenue authorities (2 public services – “Withdrawal of Tax Reporting” and “Registration of a Person Engaged in Private Practice” – were excluded from the Register of Public Services as of January 1, 2026, due to the enactment of the new Tax Code):
38 services are provided electronically (92.8%), including 29 services available on an alternative basis (electronic/paper format);
13 services are fully automated;
1 service, “Refund of Income Tax Withheld at Source,” cannot be converted into an electronic format due to the requirements of the Convention on the Avoidance of Double Taxation;
1 service, “Extension of the Payment Deadline for Import Customs Duties,” has received a conclusion from the Center for Digital Transformation on the impracticality of conversion into an electronic format due to lack of demand.
One of the most significant achievements of the State Revenue Committee in the field of automation is increasing the share of electronic services to 99%. In 2023, the share of public services provided electronically amounted to 99.3%; in 2024, it was 99.2%; and in 2025, it reached 99.6%.
During the 12 months of 2025, a total of 17.308 million public services were provided, of which 17.246 million, or 99.6%, were delivered electronically. At the same time, 99.8% of tax reporting is submitted electronically (9.4 million forms).
The state revenue authorities provide 42 public services included in the Register of Public Services, including:
25 tax-related services;
17 customs-related services.
Of these, 92% (39 services) have been converted into electronic format, including:
31 services are provided on an alternative basis (electronic/paper format);
13 services are fully automated;
18 services are provided through the State Corporation;
37 services are available through the e-Government portal (egov.kz).
