About the launch of the pilot project
"Electronic declaration center".
Within the framework of digitalization and modernization of customs administration, a pilot project "Electronic Declaration Center" (EDC) was launched on the basis of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan since September 15, 2020.
The purpose of the pilot project is to increase the level of customs administration and centralize the process of customs control at the level of the Committee in respect of imported goods placed under the customs procedure of release for domestic consumption.
The advantages of the CDA are: centralization of the process of controlling the customs value of goods and a uniform price policy; exclusion of contact between the examining official and the declarant (the interaction is carried out exclusively in electronic form); declaration of goods regardless of the location of the declarant.
In the pilot project, documentary control is carried out by the Committee's structural subdivision as part of control over the customs value, the classification of goods, and the legality of benefits and exemptions. In this case, participants in foreign economic activity submit the necessary documents and information for verification through the information system "ASTANA-1".
The first phase of the pilot involved customs posts of the State Revenue Departments of Akmola, Atyrau, Kostanay and North-Kazakhstan regions.
Since November 9 this year 2020 State Revenue Departments of Aktobe, Zhambyl, West Kazakhstan, Karaganda, Kyzylorda regions and Shymkent city have been connected to the pilot project.
