Functional duties:
Management and organization of the work of the state revenue department, control over the performance of duties and functions assigned to the state revenue department, ensuring the completeness of tax revenues of the strategic development of state revenue bodies, ensuring public satisfaction with the activities of state revenue bodies,appointment and dismissal of department employees in accordance with the legislation of the Republic of Kazakhstan, planning the control and economic work of the state
Requirements to the participants of competition on education:
Postgraduate or higher education - social sciences and business: economics, accounting and auditing, finance, management, state and local government or law: jurisprudence.
Experience must meet one of the following requirements:
At least three years of experience in public office, including at least one year in the next lower category positions provided for in the staffing schedule of a governmental unit, or at least in categories A-5, B-5, C-4, C-O-4, C-R-2, D-4, D-O-3, E-3, E-R-2, E-G-1, or in the administrative public positions of the "A" corps, or in the political public positions identified in the Register;
at least four years of work experience in areas corresponding to the functional areas of a particular position in that category, with at least one year of work experience in positions in the next lower category provided for in the staffing schedule of a structural subdivision of a state agency, or at least in categories A-5, B-5, C-4, C-O-4, C-R-2, D-4, D-O-3, E-3, E-R-2, E-G-1, or in administrative state positions of the "A" corps, or in political state positions defined in the Register;
not less than three years of work experience on administrative government positions of not lower categories A-5, B-5, C-4, C-O-4, C-R-2, D-4, D-O-3, E-3, E-R-2, E-G-1, or on administrative government positions of corps "A", or on political positions, or in the status of the deputy of the Parliament of the Republic of Kazakhstan or deputy of maslikhat of region, city of republican level, capital, district (city of regional level) working on a permanent basis, or in the status of the international employee
not less than one year of work experience as a judge, except for judges who terminated their powers for negative reasons
not less than four years of work experience as a civil servant, including not less than two years of work experience as a law enforcement or special state body at the central level or in executive positions at the regional, city or district level, or in executive positions not lower than the tactical level of a military command body of the Armed Forces, local military command bodies or military educational institutions
at least five years of work experience in areas corresponding to the functional areas of a particular position in that category, with at least two years of work experience in managerial positions in organizations that are not government agencies;
Completion of training under postgraduate educational programs in educational organizations under the President of the Republic of Kazakhstan or in foreign higher educational institutions in priority specialties approved by the Republican Commission;
availability of a scientific degree;
not less than five years of work experience for the persons enrolled in the Presidential Youth Personnel Reserve.
Chief Specialist of Administration Department within Customs Union of Export Control Department (temporarily, for the period of maternity leave of the main employee, up to 15.01.2021 year) (category "P-O-5", 1 unit, index number MKD-4-1/1,2,3), official salary depending on length of service for categories "P-O-5" from 108 305 (min) tenge to 146 177 (max) tenge.
Functional duties:
Ensuring the full receipt of VAT to the budget when importing/exporting, selling goods, performing works, providing services in the Eurasian Economic Union (hereinafter - EAEU) in accordance with the international treaty framework EAEU, analyzing the status of VAT arrears and overpayments on import, performing cameral control of tax reporting forms provided under the EAEU, accounting and analysis of imported and exported goods, control and analysis of imported and exported goods in the Republic of Belarus.
Requirements for the participants of the competition in terms of education:
Higher or postgraduate education - law: law, customs, international law or social sciences and business: economics, accounting and auditing, finance, management, state and local government.
Competency requirements:
Stress tolerance, initiative, responsibility, customer orientation and information, integrity, self-development, responsiveness, cooperation and collaboration, management of activities.
No work experience required.
Interview time and location:
Candidates who participate in the internal competition and admitted to the interview within three working days from the date of notification of candidates' admission to the interview are interviewed in the category C-R-1, C-O-5 at the address: WKO, Uralsk, Poimennaya Street, 2/2.
Terms of acceptance of documents
Documents are submitted from October 19, 2020 to October 21, 2020 within 3 working days, counted from the next working day after publication of announcement about internal competition on the web-site of the authorized body on public service (hereinafter - the authorized body).
To participate in the selection process, the following are required:
a) an application form;
b) a service record certified by the relevant personnel management service not earlier than thirty calendar days prior to the date of submission of documents.
Submission of an incomplete set of documents or inaccurate information is grounds for refusal to consider them by the competition committee.
Citizens can provide additional information concerning their education, work experience, professional level and reputation (copies of documents on professional development, degrees and titles, characteristics, recommendations, scientific publications, other information characterizing their professional activities, qualifications).
For consideration by the competition commission the documents are accepted by the state body, which has announced a competition, in electronic form through an integrated information system "E-kyzmet" or an electronic government portal "E-gov" or to the e-mail address specified in the announcement within the period of documents acceptance.
Additional information
Interview with candidates participating in the internal competition and admitted to the interview, if necessary, may be conducted through remote means of video communication.
With the candidate's consent, it is possible to broadcast the interview online on Internet resources and social networks.
To ensure the transparency and objectivity of the work of the Competition Commission, observers are invited to its meetings.
Participants of the competition and candidates may appeal the decision of the Competition Commission to the authorised body or its territorial subdivision, or in court in accordance with the legislation of the Republic of Kazakhstan.
Decision of the Competition Commission and lists of candidates, who have received a positive conclusion of the Competition Commission, are placed on information stands of the state body in places, available for public review, as well as on its Internet site within one working day after the competition.
