Functional responsibilities: Control over the movement of products subject to export control across the State Border, registration of licenses / permits, provision of certificates to participants in foreign economic activity on the execution of licenses / permits, development of risk profiles on export control issues, control over goods from the list, monitoring and analysis of information about goods imported into the territory of the Republic of Kazakhstan and placed under the customs procedure, monitoring and analysis of compliance with the export control legislation of the Foreign Economic Activity, international treaties of the Republic of Kazakhstan, preparation of information and analytical materials, organization of control overpreventing the export of goods imported into the territory of the Republic of Kazakhstan from third countries to which reduced duty rates apply, as well as the amount of such rates, monitoring and analyzing imported and exported goods into the territory of the Republic of Kazakhstan and other EAEU member states through the submitted declarations by taxpayers , preparation of review letters on them.
Requirements for participants in the competition for education :
Postgraduate or higher education - law: jurisprudence, customs, international law or social sciences and business: economics, accounting and auditing, finance, management, state and local government or technical sciences and technologies: information systems or merchandising merchant.
Competency requirements:
stress resistance, initiative, responsibility, orientation towards the consumer of services and informing him, integrity, self-development, efficiency, cooperation and interaction, activity management.
Work experience is not required.
Functional responsibilities: Implementation of general management, organization and coordination of the work of the department. Control of work with non-residents for compliance with tax laws and provisions of international treaties in order to avoid double taxation. Control over the quality and timely provision of public services to confirm the residency of the Republic of Kazakhstan. Consideration of applications for the return of income tax from the budget or a conditional bank deposit on the basis of an international agreement and in accordance with the Tax Code. Monitoring work with subsoil users who have concluded contracts for the exploration (production) of hydrocarbons for compliance with tax laws. Development of proposals to curb possible schemes for tax evasion and other obligatory payments to the budget for large taxpayers subject to monitoring, subsoil users and large businesses. Implementation of control over tax audits of large taxpayers, subsoil users and large businesses subject to monitoring, thematic audits on the issue of fulfillment of tax obligations for certain types of taxes and other mandatory payments to the budget by large taxpayers. Control over the conduct of counter audits in relation to third parties, if necessary, as well as at the request of the tax authorities of other regions and law enforcement agencies in relation to large taxpayers, conducting tax audits on applications, messages and complaints of large taxpayers. Control over the fulfillment of the tasks assigned to the Department and the implementation of its functions.
Requirements for participants in the competition for education :
Postgraduate or higher education - social sciences and business: economics, accounting and auditing, finance, management, state and local government.
Requirements for competencies: stress resistance, initiative, responsibility, orientation to the consumer of services and informing him, integrity, cooperation and interaction, activity management, decision making, leadership.
Experience must meet one of the following requirements:
1) at least two years of work experience in public positions, including at least one year in the positions of the next lower category, provided for by the staffing table of a structural unit of a state body, or not lower than categories A-5, B-5, C-4, CO -5, CR-2, D-4, DO-4, E-3, ER-2, EG-1, or corps "A" administrative public office or political public office as determined by the Register;
2) at least three years of work experience in areas corresponding to the functional areas of a particular position of this category;
3) at least two years of work experience in the status of a deputy of the Parliament of the Republic of Kazakhstan or a deputy of the maslikhat of a region, city of republican significance, the capital, district (city of regional significance), working on a permanent basis, or in the status of an international employee;
4) at least one year of work experience as a judge, with the exception of judges who have terminated their powers for negative reasons;
5) at least three years of work experience in government positions, including at least two years in positions of law enforcement or special state bodies of the central level or in leadership positions at the regional level, or in leadership positions not lower than the tactical level of the military command authority of the Armed Forces, local bodies of military administration or military educational institutions;
6) completion of training in postgraduate education programs in educational organizations under the President of the Republic of Kazakhstan or in foreign higher educational institutions in priority specialties approved by the Republican Commission;
7) the presence of a scientific degree;
8) at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve.

Candidates participating in the internal competition and admitted to the interview within three working days from the date of notification of candidates about their admission to the interview are interviewed in the category C-O-3, C-O-5 at the address: WKO, Uralsk, st. A. Karimullina, 2/2.
Deadline for receiving documents
Documents are provided from January 18, 2022 to January 20, 2022 within 3 business days , which is calculated from the next business day after the publication of the announcement of an internal competition on the Internet resource of the authorized body for civil service affairs (hereinafter referred to as the Authorized Body).
To participate in the selection you need:
a) an application form;
b) a track record certified by the relevant personnel management service not earlier than thirty calendar days before the date of submission of documents
The submission of an incomplete package of documents or false information is the basis for refusing to consider them by the tender commission.
Citizens can provide additional information regarding their education, work experience, professional level and reputation (copies of documents on advanced training, awarding academic degrees and titles, characteristics, recommendations, scientific publications, other information characterizing their professional activities, qualifications).
For consideration by the competition commission, documents are accepted to the state body that announced the competition in electronic form through the integrated information system "E-kyzmet" or the e-government portal "E-gov" or to the e-mail address indicated in the announcement, within the deadlines for receiving documents.
Additional Information
Interviews with candidates participating in the internal competition and admitted to the interview, if necessary, can be conducted via remote video communication.
With the consent of the candidate, an online broadcast of the interview with him on Internet resources and social networks is allowed.
During the interview and other means of selection, the candidate may also use technical means of recording, if this does not interfere with the course of the meeting of the competition commission.
To ensure transparency and objectivity of the work of the competition commission, observers are invited to its meeting.
Participants of the competition and candidates may appeal the decision of the competition commission to the authorized body or its territorial subdivision, or in court in accordance with the legislation of the Republic of Kazakhstan.
The decision of the competition commission and the lists of candidates who have received a positive conclusion from the competition commission are posted on the information stands of the state body in places accessible to the public, as well as on its Internet resource within one working day after the competition.
