1. Head of Organizational and Financial Department (category "С-O-3", 1 unit, index № МКД-9), official salary for categories "С-O-3" depending on length of service from 123 171 (min) tenge to 166 528 (max) tenge.
Functional duties:
General management of activity of Department, control over timely and qualitative performance of tasks assigned to Department, control over effective and expedient use of allocated funds, legality and correctness of registration of financial transactions, correctness of application of legislation on public procurements of the Republic of Kazakhstan, organization of work on public procurements.
Control over storage of fixed assets, condition of low-value fast-moving items, engineering and technical condition of administrative building, control over preparation of budget request for current years, preparation of plan of complex inspections of territorial administrations of state revenues, preparation of materials for the Board. Preparation of the information and analytical information on the issues of the Department activity, control over the procedure of consideration of references of physical and legal persons, providing qualitative and timely execution of the information and reporting to the superior bodies, preparation of the materials for the board, preparation of the minutes of the meetings and boards, summary of the work plans of structural subdivisions of the State Revenue Department, control over the timely and qualitative execution of the incoming documents, control over the execution of the materials for the board.
The requirements to the participants of the competition in terms of education:
Postgraduate or higher education - social sciences and business: economics, accounting and audit, finance, management, state and local management or law: jurisprudence.
Competency requirements:
Stress tolerance, initiative, responsibility, customer orientation and information, integrity, self-development, responsiveness, cooperation and collaboration, performance management, decision making, leadership, strategic thinking, change management.
Experience must meet one of the following requirements:
At least two years of experience in governmental positions, including at least one year in the next lower category as provided by the staffing schedule of a governmental entity, or at least in categories A-5, B-5, C-4, C-O-5, C-R-2, D-4, D-O-4, E-3, E-R-2, E-G-1 or in administrative governmental positions of the "A" corps, or in political government positions as defined by the Register;
at least three years of work experience in areas corresponding to the functional areas of a particular position in that category, with at least one year of work experience in the next lower category positions provided for in the staffing schedule of a structural subdivision of a state body, or at least in categories A-5, B-5, C-4, C-O-5, C-R-2, D-4, D-O-4, E-3, E-R-2, E-G-1 or in the administrative state positions of corps "A" or in the political state positions defined in the Register;
not less than two years of work experience on administrative government positions of not lower categories A-5, B-5, C-4, C-O-5, C-R-2, D-4, D-O-4, E-3, E-R-2, E-G-1 or on administrative government positions of corps "A" or on political government positions determined by the Register or in the status of the deputy of the Parliament of the Republic of Kazakhstan or the deputy of maslikhat of region, city of republican level, capital, district (city of regional level) working on a permanent basis or in the status of the international employee
not less than one year of work experience as a judge, except for judges who terminated their powers for negative reasons
not less than three years of work experience in public positions, including not less than two years in law enforcement or special state bodies of the central level or in leadership positions of the regional level, or in leadership positions not lower than the tactical level of the military management body of the Armed Forces, local military management bodies or military educational institutions
at least three years of work experience in areas corresponding to the functional areas of a particular position in that category, with at least one year of work experience in leadership positions;
completion of training on postgraduate education programs in educational organizations under the President of the Republic of Kazakhstan or in foreign higher education institutions on priority specialties approved by the Republican Commission;
Presence of an academic degree.
2. Head of the Department of Indirect Tax Administration (category "С-O-3", 1 unit, index № МКД-15), official salary for categories "С-O-3" depending on length of service from 123 171 (min) tenge to 166 528 (max) tenge.
Functional duties: Management, planning, organization of department work, control over VAT administration work, control over ensuring compliance with tax legislation on VAT, control over execution of tax obligations on excisable products, control over movement of excisable products in the region, control over the status of indirect tax administration work, tax control to ensure the completeness of indirect taxes to the budget. Ensuring that the employees of the Department comply with the norms of the Code of Ethics of civil servants of the Republic of Kazakhstan. Ensuring that employees of the Department comply with anti-corruption restrictions, as well as requirements to prevent and resolve conflicts of interest.
Requirements for participants of the competition in terms of education:

Term of reception of documents
Documents are submitted from October 06, 2021 to October 08, 2021 within 3 working days, which is calculated from the next working day after the publication of the announcement of the internal competition on the website of the authorized body for public service (hereinafter - the authorized body).
To participate in the selection process, the following are required:
a) an application form;
b) a service record certified by the relevant personnel management service not earlier than thirty calendar days prior to the date of submission of documents.
Submission of an incomplete set of documents or inaccurate information is grounds for refusal to consider them by the competition committee.
Citizens can provide additional information concerning their education, work experience, professional level and reputation (copies of documents on professional development, degrees and titles, characteristics, recommendations, scientific publications, other information characterizing their professional activities, qualifications).
For consideration by the competition commission the documents are accepted by the state body, which has announced a competition, in electronic form through an integrated information system "E-kyzmet" or an electronic government portal "E-gov" or to the e-mail address specified in the announcement within the period of documents acceptance.
Additional information
Interview with candidates participating in the internal competition and admitted to the interview, if necessary, may be conducted through remote means of video communication.
With the candidate's consent, it is possible to broadcast the interview online on Internet resources and social networks.
During the interview and other means of selection, the candidate may also use technical means of recording, if this does not interfere with the course of the meeting of the Competition Commission.
To ensure the transparency and objectivity of the Competition Commission's work, observers are invited to the meeting.
Participants of the competition and candidates may appeal the decision of the Competition Commission to the authorised body or its territorial subdivision or in court in accordance with the legislation of the Republic of Kazakhstan.
Decision of the Competition Commission and lists of candidates, who have received a positive conclusion of the Competition Commission, are placed on information stands of the state body in places, available for public review, as well as on its Internet site within one working day after the competition.
