Announcement of an internal competition for vacant administrative civil service positions in Corps B

1. Deputy Head of the State Revenue Department for the city of Uralsk (category "С-R-2", 1 unit), salary for categories "С-R-2" depending on the length of service from 127 418 (min) tenge to 172 368 (max) tenge. 

Functional responsibilities:

Within the competence of the State Revenue Department, the management and coordination of the activities of supervised structural units, representing the interests of the Department in other state bodies and organizations, monitoring compliance with tax legislation and other regulatory legal acts regulating the receipt of non-tax revenues, organizing work to ensure tax receipts and other mandatory payments to the budget, as well as mandatory pension contributions, the implementation of tax control of taxpayers who are registered with the state revenue authority in accordance with the established monitoring procedure.

Requirements for participants in the education competition :

Postgraduate or higher education - social sciences and business: economics, accounting and audit, finance, management, state and local government or law: jurisprudence. 

Competency requirements:

the presence of the following competencies: resistance to stress, initiative, responsibility, customer orientation and information, integrity, cooperation and interaction, management of activities, decision-making, leadership.

Work experience must meet one of the following requirements:

• at least two years of work experience in government positions, including at least one year in positions of the next lower category, provided for by the staffing table of a structural unit of a state body, or not lower than categories A-5, B-6, P-5, CO-6 , CR-3, D-5, DO-5, E-4, ER-3, EG-2, or in Corps "A" administrative government positions, or in political government positions identified by the Register;
• at least three years of work experience in areas corresponding to the functional areas of a particular position of this category, if there is at least one year of work experience in the next lower category positions provided for by the staffing table of a structural unit of a state body, or not lower than categories A-5, B-6 , P-5, CO-6, CR-3, D-5, DO-5, E-4, ER-3, EG-2, or in Corps "A" administrative government positions, or in political government positions specified The registry;
• at least two years of work experience in administrative public positions not lower than categories A-5, B-6, C-5, CO-6, CR-3, D-5, DO-5, E-4, ER-3, EG -2, or in administrative civil service positions of corps "A", or in political government positions determined by the Register, or in the status of a deputy of the Parliament of the Republic of Kazakhstan or a deputy of a maslikhat of a region, a city of republican significance, a capital, a district (a city of regional significance), working on a permanent basis basis, or in the status of an international employee;
• at least three years of work experience in government positions, including at least two years in the positions of law enforcement or special government bodies, or not less than the tactical level of the military command body of the Armed Forces, local military command bodies or military educational institutions;
• at least four years of work experience in areas corresponding to the functional areas of a specific position in this category, with at least one year of work experience in managerial positions in organizations that are not state bodies;
• completion of training under postgraduate education programs in educational institutions under the President of the Republic of Kazakhstan or in foreign higher educational institutions in priority specialties approved by the Republican Commission;
• availability of an academic degree;
• at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve.

Time and place of the interview:

         Candidates participating in the internal competition and admitted to the interview within three working days from the date of notification of the candidates about their admission to the interview are interviewed in the C-R-2 category at the address: WKO, Uralsk, Poymennaya st., 2/2.  

Deadline for accepting documents

         Documents are provided from October 19, 2020 to October 21, 2020 within 3 working days , which is calculated from the next working day after the publication of the announcement of an internal competition on the Internet resource of the authorized body for civil service affairs (hereinafter referred to as the Authorized body).

To participate in the selection, you need:

        a) a statement in the form;

        b) a track record certified by the relevant personnel management service no earlier than thirty calendar days before the date of submission of documents .

 The submission of an incomplete package of documents or inaccurate information is the basis for refusal to consider them by the tender committee.

         Citizens can provide additional information regarding their education, work experience, professional level and reputation (copies of documents on advanced training, awarding academic degrees and titles, characteristics, recommendations, scientific publications, other information characterizing their professional activities, qualifications).

For consideration by the competition committee, documents are accepted by the state body that announced the competition in electronic form through the integrated information system "E-Kyzmet" or the electronic government portal "E-gov" or to the e-mail address specified in the announcement, within the deadline for accepting documents.

         Additional Information

Interviews with candidates participating in the internal competition and admitted to the interview, if necessary, can be conducted via remote video communication.

With the consent of the candidate, an online broadcast of the interview with him on Internet resources and social networks is allowed.

To ensure the transparency and objectivity of the work of the tender committee, observers are invited to its meeting .

Participants of the competition and candidates can appeal the decision of the competition commission to the authorized body or its territorial subdivision, or in court in accordance with the legislation of the Republic of Kazakhstan.           

The decision of the competition committee and the lists of candidates who have received a positive conclusion of the competition committee are posted on the information stands of the state body in places accessible for public viewing, as well as on its Internet resource within one working day after the competition.
