Application of technical means of customs control at checkpoints

One of the defining and essential elements in the daily inspection work of operational staff of state revenue authorities is the use of technical means of customs control (hereinafter TMCC).

High efficiency in customs control is achieved through the comprehensive application of TMCC at each specific customs control area.

Currently, at the «Maikapchagai» checkpoint in the jurisdiction of the Department of State Revenues for the East Kazakhstan Region, the following TMCC are installed:

  • Automated delivery control system (ADCS) - a system for determining the weight and dimensional parameters of vehicles and for video surveillance.

  • Automated radiation control system (ARCS «Yantar-2P» and «Yantar-1A») - designed for detecting, localizing, and identifying transported radioactive and fissile materials, as well as hazardous waste.

  • Electronic checkpoint (ECP) - intended for the registration of vehicles entering and exiting the customs control area at the customs post.

  • Inspection and scanning complex (ISC) - consists of inspection and X-ray technology (stationary and mobile) for visual checks of vehicles, cargo compartments, containers, and large-sized packages without opening them, using non-intrusive (contactless) inspection methods.

  • X-ray units for baggage and hand luggage inspection (XUBLI) - used to detect smuggled goods in hand luggage and postal shipments by visually inspecting accompanied and unaccompanied baggage of passengers, international postal shipments, and goods in small and medium-sized packages without opening them.
