Outcomes in the principal areas of the Tariff regulation department of the SRD for EKR for 2022.

The main activities of the TRD of the SRD of East Kazakhstan region are:

- high-quality and timely provision of public services,

- control of the correctness of the classification of goods,  inspection of the customs value of the goods, maintenance and control of the account of temporary placement of funds of the SRD of  East Kazakhstan region,

- control over the execution of the Plan of revenues from taxes and customs payments to the republican budget and the Plan for additional reserves on the direction of «Improvement of customs administration»,

  • - control over the execution of the automated calculation of assessment rating of the effectiveness of the SRD of East Kazakhstan region according to indicator 7.1 «The growth rate of VAT revenues for goods imported into the territory of the Republic of Kazakhstan, according to BCC 105102».

In the provision of public service «Making preliminary decisions on the classification of goods» for 2022 40 preliminary decisions on the classification of goods and 1 decision on the classification of goods in unassembled/disassembled form were made. An amount of the fee for the provision of public services was 1,3 million tenge;

When monitoring the correctness of the classification of goods for 2022, 427 decisions on the classification of goods were made. As a result of changing codes of the CN FEA EEU, 91,7 million tenge for additional customs duties and taxes were assessed, 50,2 million tenge for customs duties and taxes were charged to the budget.

For the provision of the public service «Registration of the obligation to pay customs duties, taxes, special, anti-dumping, countervailing duties, as well as ensuring the performance of the duties of a legal entity operating in the field of customs, and (or) an authorized economic operator», 862 forms of ensuring the fulfillment of the obligation to pay customs duties and taxes were issued in 2022.

Based on the results of  control over the customs value of imported goods and vehicles according to the established cost risk profiles № № 51400/250918/00122, 51400/300120/00236, 50100/011020/00254, 50100/011020/00255, 50100/011020/00256, as well as goods released at the transaction price with imported goods («green corridor») for 2022, specialists of customs posts and TRD made 228 adjustments to the customs value of goods, additionallu accrued customs duties and taxes in the amount of 1,050 million tenge;

According to the results of maintenance and control of the account of temporary placement of funds of the  Department 2022, refunds were made to the bank accounts of the Ministry of Internal Affairs in accordance with  the applications worth 413 million tenge, transferring customs duties, taxes to budget classification codes  on an uncontested basis, according to the instructions of the CED SRC MF RK in the amount of 123 million tenge, transferring customs duties, taxes to budget classification codes according to the statements of participants of foreign economic activity as advance payments in the amount of 9 million tenge, transferring to the republican budget after expiry of the period of prescription in the amount of 2 million tenge.

According to the information of the SRC MF RK on the receipt of customs payments and taxes for 2022, the Plan or revenues of customs payments and taxes of the SRD of East Kazakhstan region was executed by 112.2% (with a plan of 49,831 million tenge, the fact of 55,897 million tenge, the over fulfillment amounted to 6,066 million tenge). The growth rate of customs payments and taxes revenues in 2022 compared to 2021 (hereinafter - the growth rate) is 135.6%

The plan established by the SRC MF RK for additional reserves within the framework of customs administration for 2022 is 3,509 million tenge, the execution is 100%. For 2022, the SRD of East Kazakhstan region collected additional reserves for customs payments and taxes in the amount of 3,509 million tenge. The growth rate was 220%.

In the direction of «administration of customs value, benefits (CC, TA), protective measures, etc.», additional reserves for customs payments and taxes in the amount of 1,362 million tenge were recovered, the growth rate is 256%.

On the direction of «classification and origin of goods», additional reserves for customs payments and taxes were recovered in the amount of 92 million tenge, the growth rate is 236%.

The Tariff Regulation Department  provides public services in full and in accordance with the prescribed schedules. Control over the correctness of the classification and customs value of goods is carried out by specialists of the TRD and customs posts and within the framework of customs control before and after the release of goods. There are no violations of the terms of consideration of FEA appeals on movement of funds onthe account of temporary placement of funds of the SRD of  East Kazakhstan region.
